Apply for UNDP Municipalities Community-based Social Services The United Nations Development Programme (UNDP) is thrilled to announce the launch of a groundbreaking initiative under the UN Joint Programme “Leave No-One Behind” second phase (LNB2). This initiative, aptly named the Municipalities: Community-based Social Services Grants, is set to revolutionize the landscape of social care services in Albanian municipalities.

This grant scheme, a cornerstone of the ‘No One Left Behind’ Program, has been meticulously crafted to finance small, yet highly innovative projects aimed at enhancing social care services across various Albanian municipalities. It opens the door for any interested Albanian municipality to propose projects that address the pressing social needs of their communities.

At its core, the No One Left behind Program, second phase (LNB2), draws upon the vast expertise of the United Nations in promoting social inclusion and supporting vulnerable groups. Aligned with the Sustainable Development Goals (SDGs) and Albania’s aspirations for European integration, this initiative is designed to shape the social sector in Albania. By focusing on the municipal level and collaborating closely with national bodies, LNB2 seeks to empower individuals and groups at risk.

From 2021 to 2025, the LNB2 program aims to level the playing field by ensuring equal access to public services and opportunities for all. It advocates for active participation in public decision-making processes that directly impact the lives of individuals and communities. Through strategic interventions, the program holds officials accountable for their responsibilities, fostering a sense of shared responsibility in public service.

Central to the LNB2 program is its multifaceted approach to capacity building and organizational development. One of the key strategies involves providing funding for local projects that align with the program’s overarching objectives. These Grants in support of community-based social services serve as the linchpin of the initiative, embodying the essence of our mission.

UNDP Municipalities Community-based Social Services Objective

The objective of the grant scheme is to:

• It contributes directly to the provision of social care services at the local level for the benefit of individuals and families in need, through the implementation of small innovative projects and in the implementation of the Municipality’s own Social Plan.

UNDP Municipalities Community-based Social Services Funding Information

• The budget requested for financing from the LNB2 Program must be no more than 3,000,000 all.
• Applicants must submit the entire budget to the Albanian LEK detailing all expenses, including those financed from the Applicant’s own resources (eg salaries, social security payments, rent and any other periodic and capital expenses) specifying funding sources.

• The duration of the Project must be no longer than 12 months.

UNDP Municipalities Community-based Social Services Eligibility Criteria

• Each of Albania’s 61 municipalities has the right to apply. Institutions that provide social services at the municipal level and are under the direct authority of the municipalities are considered part of the municipalities, so they can apply through the authority and under the name of their municipality. Some municipalities can present a joint project accompanied by an agreement between them, proposing for example regional solutions for common issues and needs.
• Applicants must be directly responsible for the preparation and management of the Project with their partners (if any), and not acting as an intermediary. In any case, the Municipality will be the leading organization of the project.
