Call for project proposals Research in Cyber Security 2025 in India by MeitY, The Cyber Security Group of the Ministry of Electronics and Information Technology (MeitY) invites innovative proposals in key thrust areas, with a strong emphasis on indigenous technology development that leads to tangible productization. These focus areas are diverse and forward-looking, addressing the most pressing challenges in today’s digital ecosystem.
Priority is given to Cyber Security for Women and Children, fostering technological solutions that ensure safety in cyberspace, along with mobile and app-based innovations designed to address distress situations and counter malicious activities. In Hardware Security, the scope includes advanced measures for space and UAV (drone) security and forensics.
For Critical Sectors such as energy, transportation, banking and finance, telecommunications, defence, space, and government services, proposals may explore solutions like Virtual Private Network (VPN) detection and deanonymisation. In the realm of Encryption and Cryptography, there is a call for work on quantum cyber-ready systems and protocols.
The organization is also seeking advancements in Cyber Security in Artificial Intelligence (AI), covering both AI-specific security and security solutions powered by AI. Additionally, Vehicle and Autonomous Vehicle Security remains a crucial area, with opportunities for developing robust sensor and network assurance systems, as well as capabilities for investigation and forensics in smart and autonomous vehicles.

The R&D project proposals for Grants-In-aid support may be submitted by researcher’s/Scientists/ Engineers/ Technologists and faculty members working in Universities/ Academic institutions/ Registered Scientific Societies/ R&D institutions/ Laboratories/Autonomous R&D organizations of the Government with due approval of competent authority.
The proposals may be submitted by an individual institution or in a consortium model, with defined milestones/ timelines and roles of individual institutions.

Well defined objectives, scope, outcome and quantifiable deliverables with specific time frame. The proposal should preferably be supported by a user agency/Industry in kind or with fund support.

- New technology development leading to prototypes/ products aligned with the above thrust areas.
- Delivery (for pilot scale demonstration, field trial/deployment & commercialization) preferably within 24 months.
iii. The proposal should target development of Technology readiness level (TRL) level of 4 or higher.

An Expert Group (Working Group on Cyber Security) would consider the proposals for feasibility and carry out technical and financial evaluation and accordingly recommend for financial support by MeitY. Appraised projects are processed further based on the recommendations of WG and the priority areas of the ministry.
