Open Calls for Community Climate Action Programme 2026 Ireland, The Community Climate Action Programme (CCAP) is an initiative created by the Department of Climate, Energy and the Environment to drive climate action at the local level. Its primary goal is to help communities transition toward low-carbon, climate-resilient living. The programme is implemented locally by Cork County Council, working in coordination with the Department, and receives financial support from the national Climate Action Fund.

CCAP is designed to enable and empower communities—both rural and urban, small and large—to work alongside their local authority in shaping sustainable, low-carbon futures. Through direct engagement, the programme encourages communities to take meaningful climate action and helps them scale their efforts based on their unique starting points. By fostering collaboration and providing structured support, CCAP contributes to Ireland’s broader national climate and energy objectives.

Strand 1 Building Low Carbon Communities

Strand 1 of the Community Climate Action Programme (CCAP) focuses on empowering communities, large and small, rural and urban, to address climate change and build low carbon communities in a considered and structured way. Cork County Council has received an allocation from the Department of Climate, Energy and the Environment, to administer Call 1 and Call 2 of the CCAP, Strand 1, through a competitive application process.

Projects within this strand should address the following five themes:

  • Community Energy
  • Travel
  • Food and waste
  • Shopping and recycling
  • Local climate and environmental action

Funding Information

Funding under Strand 1 of the Community Climate Action Programme (CCAP) is available through a competitive application process.

Funding is available for up to 100% of the project, and prospective applicants can apply under three eligible project sizes:

Small scale projects: < €20,000

Medium scale projects: €20,000 to €50,000

Large scale projects: €51,000 to €100,000

The final decision for project approval will be made by the Minister for Climate, Energy and the Environment. The Community Climate Action Programme (CCAP) has no appeal process and all decisions by the Minister are final.

How to apply?

Cork County Council is now inviting applications from eligible organisations for Strand 1 of the Community Climate Action Programme (CCAP) under Call 2.

Applications will open on Tuesday 28th October for a period of 8 weeks and will close on Tuesday 23rd December, 16:00.

Cork County Council strongly recommend prospective applicants to contact the Community Climate Action Officer at climate@corkcoco.ie in advance of any submission to confirm eligibility. A maximum of one application per organisation will be accepted.
