Room to Read is a global organization transforming the lives of millions of children in low-income communities by focusing on literacy and gender equality in education. Founded in 2000 on the belief that World Change Starts with Educated Children®, our innovative model focuses on deep, systemic transformation within schools during two time periods that are most critical in a child’s schooling: early primary school for literacy acquisition and secondary school for girls’ education. We work in collaboration with local communities, partner organizations, and governments to develop literacy skills and a habit of reading among primary school children and ensure girls can complete secondary school with the skills necessary to negotiate key life decisions.

By focusing on the quality of education provided within the communities and ensuring these outcomes are measured, we have created a model that can be replicated, localized, and sustained by governments. With its global headquarters in San Francisco, Room to Read till date has benefited 32 million children across 21 low-income countries.

Room to Read India was established in 2003 and presently has programs in twelve states – Andhra Pradesh, Bihar, Chhattisgarh, Delhi NCR, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan, Telangana, Uttarakhand, and Uttar Pradesh.

 

SERI Project Background

Room to Read, in partnership with the United States Agency for International Development (USAID), has been implementing a project for Scaling-up Early Reading Intervention (SERI) aimed at benefitting children in the government primary schools in the states of Chhattisgarh, Uttarakhand, Uttar Pradesh, and Madhya Pradesh. The objectives of the SERI Project are to (1) demonstrate an effective model towards improving reading outcomes among primary grade children and (2) demonstrate an innovative approach for scaling NGO-led interventions through the government system.

Room to Read’s approach towards EGL involves a focus on both reading skills (through explicit reading and writing instruction to children in Grades 1 and 2) and reading habits (through school libraries for students in Grade 1-5). The SERI project has sought to scale Room to Read’s EGL program through a scaffold approach of “I Do – We Do – You Do” which involves three distinct phases:

  • Demonstration phase: Room to Read implements the program model in a select number of government schools (I Do)
  • Partnership phase: Room to Read and the government collaborate closely to scale-up the program model across an entire district (We Do)
  • Scale-Up phase: The government replicates the program model and principles of early-grade literacy at a larger scale with technical assistance from Room to Read (You Do)

Currently, the SERI project is in the Scale-Up phase of implementation across all six states.

Program Officer Quality Reading Material Job in Room to Read Position Overview

Program Officer, Quality Reading Material position will be based at New Delhi, Country Office and report directly to the Manager -Quality Reading Material. The position will require some travel and involves frequent interaction with government bodies and officials, teachers, authors, illustrators, publishers etc.

 

Roles & Responsibilities:

  • Develop a thorough understanding of RtR’s Literacy program design.
  • Network and engage with state governments and government bodies to build understanding on children’s literature and its importance.
  • Understand the gaps and need of the states around CL to increase focus on books and help build an ecosystem around CL to impact the demand and supply of books.
  • Identify need at state level, plan, organise, facilitate capacity building workshops around various aspects of CL.
  • Engage with all stakeholders in the field of children’s literature, including the government, for advocacy on policies that impact availability of good quality children literature.
  • As part of the QRM team define criteria for engaging, relevant, and culturally appropriate reading material for primary school grades to create ideal book list.
  • Contribute to books Gap Analysis, at state level, for determining the kind of reading materials available in the market (for purchase) or in schools and therefore identify the gap with respect to the ideal book list.
  • Complete regular reporting documents related to engagement, events, workshops and projects
  • Regularly communicate with Operations/ Administration/ Finance/ HR teams at the CO and State levels to ensure smooth implementation of program activities
  • Coordinate with other departments as and when needed on projects and/or any other requirement of the department
  • Communicate with Global Office and other external stakeholders as needed
  • Contribute to preparation of various reports, budget reviews, forecasts and documentation of good practices
  • Work with the team to edit and finalize manuscripts/stories for publishing as per the yearly publishing plan.
  • Coordinate with translators, writers, illustrators, designers and other external and internal stakeholders to produce the books and/or other reading material.
  • Provide technical advice to Admin on the bidding and printing process of books/other material: issue requisition, undertake technical assessment, provide soft copies, proof read and approve ferros, follow up with printer, check quality of printing, approve payments.
  • Any other work assigned from time to time to meet the technical needs of the organization

Program Officer Quality Reading Material Job in Room to Read Qualification Required

Required:

  • Masters / Graduate Degree in education / social sciences or equivalent
  • Minimum 5 years of relevant experience
  • Prior experience of working in the area of Early Grade Literacy/Reading and School Libraries / book publishing.
  • Experience on Children’s Literatures.
  • Experience of developing teaching learning materials (TLM) and other instruction materials.
  • In-depth understanding of the role of supplementary materials on reading skills and habits of children.

Preferred:

  • Awareness about language and reading practices and approaches
  • Master’s in education / social sciences or equivalent preferred
  • Experience of having worked directly with teachers and children will be an added advantage
  • Strong oral and written communication skills in English and Hindi
