Implementation of Pilot Projects for Production of Green Hydrogen from Biomass-based and other Innovative Technology based Interventions 2026 in India Proposals Invited, The Biotechnology Industry Research Assistance Council (BIRAC) has announced a Call for Proposals inviting pilot projects that demonstrate the production of green hydrogen through biomass-based and other advanced, technology-driven methods, in alignment with the objectives of the National Green Hydrogen Mission.

Objectives of the Scheme for Implementation of Pilot Projects for Production of Green Hydrogen from Biomass-based and other Innovative Technology based Interventions 2026 in India Proposals Invited
To promote and support cutting-edge models, technologies, and pathways for green hydrogen generation, including (but not limited to) floating solar–based systems, biomass-driven solutions, alternative innovative technologies, and hydrogen production from wastewater.
- To encourage pilot-scale adoption of green hydrogen and its derivatives as clean fuel sources for decentralized uses such as cooking, heating, off-grid power generation, and off-road transportation.
- To assess and establish the technical viability and operational performance of green hydrogen as a fuel for household, residential, and commercial applications, including city gas networks and community-level energy solutions.
- To showcase the safe, reliable, and secure deployment of green hydrogen and its derivatives across emerging and non-traditional sectors.
- Under the National Green Hydrogen Mission, the Ministry of New and Renewable Energy (MNRE), through its Hydrogen Division, has designated BIRAC as the Implementing Agency (Part A) for executing biomass-based and other innovative, technology-led pilot projects.
- In line with this mandate, BIRAC invites proposals from eligible organizations to act as Executing Agencies (EAs) for pilot projects focused on green hydrogen production using biomass-based and other innovative technological interventions under the National Green Hydrogen Mission.
- The selection of Executing Agencies will be carried out in a transparent manner, strictly in accordance with the eligibility criteria and procedures outlined in the scheme guidelines and related documents. In the event of any inconsistency, the provisions of the official scheme guidelines shall take precedence.
Who Can Apply for Implementation of Pilot Projects for Production of Green Hydrogen from Biomass-based and other Innovative Technology based Interventions 2026 in India Proposals Invited
Proposals may be submitted by a single eligible company or through a consortium in collaboration with other companies, LLPs, academic institutions, trusts, societies, NGOs, or similar organizations.
- A) Lead Applicant – Indian Company
(Including CPSEs, SPSEs, and Statutory Corporations)
- Must be incorporated under the Indian Companies Act, 2013 (or applicable provisions).
- The company should be majority owned by resident Indian citizens, with at least 51% beneficial ownership held by Indian citizens and/or Indian companies that are ultimately owned and controlled by Indian passport holders.
- Supporting documents for the 51% ownership criterion must include:
- CA/CS-certified Shareholding Pattern (with UDIN) in the prescribed BIRAC format.
- Copies of shareholders’ or partners’ passports, if required.
- B) Eligibility of Collaborating Entities
Limited Liability Partnerships (LLPs)
- Must be registered under the Limited Liability Partnership Act, 2008.
- Should have a minimum of 51% beneficial ownership with resident Indian citizens and/or Indian companies owned and controlled by Indian passport holders.
- Required documents include:
- CA/CS-certified Shareholding Pattern (with UDIN) as per BIRAC format.
- Copies of passports of partners/shareholders, if required.
Academic Institutions
- Public or private research institutions or universities with a well-established research support system.
- Must be established in India and recognized by NAAC, UGC, AICTE, or any equivalent statutory authority, or be a government/publicly supported organization.
Central Public Sector Undertakings (CPSUs)
- CA/CS-certified Shareholding Pattern (with UDIN) as per BIRAC format.
- Additional documentary proof confirming CPSU status.
State Public Sector Undertakings (SPSUs)
- CA/CS-certified Shareholding Pattern (with UDIN) in the prescribed BIRAC format.
- Any other valid document establishing SPSU status.
State Corporations / State Organizations
- CA/CS-certified Shareholding Pattern (with UDIN) as per BIRAC format.
- Documentary evidence confirming recognition as a State Corporation or State Organization.
NGOs / Trusts / Foundations / Associations
- For Societies:
- Society Registration Certificate
- Society Byelaws
- CA certificate (with UDIN) confirming that at least 50% of the members are Indian citizens
- For Trusts:
- Trust Deed and Registration Certificate
- CA certificate (with UDIN) confirming that at least 50% of the trustees are Indian citizens
- C) Joint Ventures (JVs)
- Joint Ventures registered as a legal entity comprising any of the above-mentioned eligible organizations are permitted to apply as the main applicant.
- All relevant eligibility documents applicable to the participating entities must be submitted.
- Funds will be disbursed only to the approved legal applicant entity, in accordance with the scheme guidelines.
