This grant opportunity forms part of a broader applied research and analytical initiative designed to deepen understanding of how displacement influences urban labour markets, access to services, and economic linkages in refugee-hosting secondary cities in Ethiopia. The initiative targets cities where refugees and host communities interact closely—through commuting patterns, shared infrastructure, and interconnected local value chains—and where local governments often face significant data gaps and institutional capacity constraints in managing inclusive urban growth.

The primary objective of the grant is to generate credible, locally grounded quantitative and qualitative evidence that can inform actionable recommendations for promoting inclusive urban development. This includes:

• Producing comparable city profiles across multiple refugee-hosting municipalities.
• Conducting in-depth analyses in a selected subset of cities to examine labour-market dynamics, identify institutional bottlenecks, and highlight opportunities for joint-benefit investments that serve both refugees and host communities.

Applicant Eligibility for Cities Alliance is seeking proposals for 2026 Initiative to strengthen inclusive urban development and economic inclusion in refugee-hosting secondary cities in Ethiopia

Eligible applicants must meet the following criteria:

1. Geographical Alignment: Proposals must fall within the geographic scope defined in this Call for Proposals.
2. Thematic Alignment: Proposed activities must align with the thematic priorities outlined in the Call.
3. Budget Limit: The total proposed budget must not exceed USD 100,000.
4. Eligible Institutions: Applicants must be not-for-profit academic or research institutions—such as universities—with demonstrated institutional capacity and experience in applied research related to urban development, migration, displacement, or economic inclusion in Ethiopia’s secondary cities.
5. Policy and Compliance Requirements: Applicants must adhere to all provisions of the Grant Support Agreement, including the General Conditions and relevant UNOPS policies and procedures. This includes compliance with UNOPS financial regulations and, where required, the submission of an external audit report upon project completion.
6. Exclusions: Institutions listed on the UN Sanctions List are not eligible to apply.
