• Have provided services to the arts and culture sector in British Columbia as their primary activity for at least one year before the application deadline.
• Deliver programs or services that demonstrate ongoing local, regional, provincial, or national activity with a provincial impact.
• Offer services that benefit the broader arts and culture sector rather than only the members of the organization.
• Employ qualified artistic, curatorial, editorial, and administrative professionals to lead program delivery.
• Provide fair compensation to artists, cultural practitioners, technicians, Elders, and Knowledge Keepers in accordance with community practices or industry standards.
• Respect intellectual property rights and appropriate cultural ownership protocols.
• Comply with the Criminal Records Review Act for personnel working with or having unsupervised access to children or vulnerable adults.
• Have no outstanding final reports for previously funded BC Arts Council grants.

Organizational Requirements

Applicants must also:

• Be registered and in good standing as a non-profit society or community service co-operative for at least one fiscal year before applying.
• Have the majority of board members and key staff based in British Columbia.
• Ensure that creative leadership and organizational decision-making are primarily managed within British Columbia.
• Have a mandate dedicated to:
  • Arts and cultural programming and activities; or
  • Providing services to the arts and culture sector in British Columbia.
• Demonstrate that their operations and activities align with this organizational purpose.

Ineligible Applicants

The following organizations are not eligible for Operating Assistance funding:

• Private or for-profit organizations
• Member-funded societies
• Social service organizations
• Industrial, archaeological, heritage, or historic sites
• Organizations dedicated solely to archives
• Arts Activators
• Indigenous community organizations without a primary arts focus
• Indigenous governments, unless they operate a museum or Indigenous Cultural Centre
• Arts or curatorial collectives
• Organizations whose primary function is operating venues or facilities without producing or presenting artistic programming

Expenses That Will Not Be Funded

Operating Assistance funding cannot be used for:

• Budget deficits
• Capital expenditures, including construction, renovations, property purchases, or equipment costing more than $2,500
• Start-up or seed funding for new organizations
