“ReAction” preserves the spirit of the previous program: support for active, feminist, human rights and solidarity organizations that work for social change and empowerment of vulnerable groups, so that they can react promptly, courageously and effectively when the situation requires it – be it in the event of a direct threat or when an opportunity for impact arises. What is new is that the funding is even faster and more flexible, open year-round, without creating competition between organizations, because in such situations the reaction cannot wait.

Civil society is under constant pressure – from anti-gender movements and disinformation campaigns, to attacks on journalists and human rights defenders, to climate and social crises. At the same time, key international donors are withdrawing and resources are limited. ReAction is the answer to this urgent need.

What’s new?

Name – to emphasize the focus on urgent and urgent situations;

New forms and criteria that are clearer, more focused and tailored to the needs of organizations;

Two directions:

• protection in case of threat or crisis;
• urgent advocacy intervention.
• Larger total budget: 586,749 leva (the leva equivalent of 300,000 euros);
• Longer application window: from September 11, 2025 to March 2028 or until funds are exhausted.

What do we finance?

• Protection in the event of a crisis or threat – in the event of physical, digital, institutional or other risks to the security of the organization, team or target groups;
• Advocacy and mobilization – when critical windows for action arise, such as legislative changes, public campaigns, media scandals, protests, or crises affecting vulnerable communities.

What do we offer?

• Flexible financing up to BGN 19,558 (EUR 10,000) for a period of up to 12 months;
• 100% cost coverage – direct and up to 7% indirect costs;
• Fast assessment within 14 days after submitting a complete application;
• Easy online procedure and practical guidelines, suitable also for smaller or vulnerable organizations, as well as for those without a financial history;
• Possibility of partnerships with up to 10 organizations.

Who are we looking for?

Local and national NGOs that:

• act in the public interest and are registered under the Non-profit Organizations Act;
• work on topics such as women’s rights, LGBTQ+ people, refugees, Roma, people with disabilities, media freedom, climate justice, etc.;
• they do not necessarily have a project history, but are rooted in their communities and often work under pressure or in marginalized regions.
