Call for proposals Livestock and Communities for One Health in the Mekong by IFAD Grants 2025, The LIVECOM grant will strengthen community-level capacity and regional cooperation on One Health in Thailand, Cambodia, Viet Nam and Laos by mapping risks and institutional responses, building inclusive multi-stakeholder platforms and piloting community initiatives on disease prevention, antimicrobial resistance, food safety and environmental health. It will provide training and extension support, generate knowledge products and lessons learned and facilitate South-South learning exchanges. The grant will also develop an investment strategy to guide IFAD and partners in scaling up effective community-based One Health approaches, while ensuring strong participation of women, youth and marginalized groups.

Funding Information and Duration

Duration: 2 years (24 months)

IFAD funding: USD 1 million

Minimum co-financing: 20% non-private, 25% private actors (cash and/or inkind contributions)

Project Management costs: maximum 20% of total grant amount, and management fee maximum 8 percent

 

Eligibility Criteria

The service provider for the LIVECOM grant will be selected through a competitive process. The following minimum requirements will be evaluated on a pass/fail basis:

  • A registered Non-Governmental Organisation (NGO) or international NGO or Multilateral Organization or Academia/Research institution
  • A minimum of 5 years of hands-on experience in project management: demonstrated expertise in managing and executing projects specifically focused on One Health or interdisciplinary programmes in rural areas. This includes experience in designing, coordinating, and evaluating related project activities.
  • A minimum of 5 years of hands-on experience in facilitating multi-Stakeholder collaboration: a proven track record of successfully facilitating collaboration among diverse actors, such as community representative organisations government institutions, academia, civil societies, rural communities and international agencies. The entity should have experience in creating and sustaining effective partnerships.
  • A minimum of 5 years of hands-on experience in engagement with local actors and community-based initiatives: demonstrated capacity to engage effectively with local actors in the 4 countries included in the proposal. This includes experience in training and participatory approaches, tailoring solutions that address specific local needs and conditions.
  • Strong financial management, monitoring and reporting capacity
  • Experience in South-East Asia (preferably with additional regional connections)
  • Proposing institutions may partner with other organizations if deemed appropriate. In such cases, only the proposing institution will be responsible for achieving the project objectives and outcomes, producing the expected outputs, and managing the overall project, including financial and technical reporting to IFAD. Partner institutions will be sub-contracted by the proposing institutions. In case of proponents partnering with other organizations, a single application must be submitted to IFAD for consideration, clearly indicating the lead agency and the names of all collaborating partners.

The requested documents should be sent in PDF format (except the Excel budget) to aprgrant1@ifad.org with “LIVECOM Proposal” in the subject. All documents are mandatory for the proposal to be evaluated by IFAD.
