UNDP Call for Proposal GEF Small Grant Programme Operational Phase 8 for Asia & the Pacific Timor Leste, The Global Environment Facility (GEF) Small Grants Programme, delivered through UNDP, offers both financial and technical support to Civil Society Organizations (CSOs) and Community-Based Organizations (CBOs) in developing nations. Its goal is to help communities tackle global environmental challenges while also enhancing local livelihoods.
This call for proposals aims to fund community-led projects in Timor-Leste that confront environmental issues and at the same time foster sustainable development, resilience, and social inclusion.

- Low-carbon energy access co-benefits – Promotion of renewable energy and other clean energy solutions.
- Local to global coalitions for chemicals and waste management – Safe management of hazardous waste, promotion of environmentally friendly alternatives, and sustainable practices.
Funding:

Up to USD 20,000 for NGOs and USD 10,000 for CBOs.
Implementation Period:
December 2025 – December 2026 (12 months).
Eligibility:
Registered NGOs and CBOs.
Geographic Areas: Ainaro, Bobonaro, Covalima, Dili, Lautem, Liquica, Manatuto and Manufahi.

Proposal Submission Requirements
- Interested organizations must submit the following documents:
- Completed proposal form
- Copy of legal registration certificate
- Organizational profile (including mission, structure, and key activities)
- Summary of relevant past projects (with evidence of impact)
- Financial Statement or Audit Account (last two years)
- Letter of support from local authorities or community leaders (if applicable)
Proposal Submission Deadline: 12 December 2025.
Submission Method: Email to smallgrants.tl@undp.org, with copy to joao.dorosariopereira@undp.org with the subject (Submission of Proposal GEF OP8 SGP – Name of Organization (NGO/CBOs)).
