Introduction: Apply for European Commission EC funds for Indonesia 2025, The European Commission (EC) has introduced the Civil Society Organisations (CSO) Thematic Programme to empower local CSOs as independent drivers of good governance and sustainable development. This initiative focuses on priority areas within the EU-Indonesia partnership. Eligible organizations are encouraged to apply by January 21, 2025.

The two priorities of this call for proposals are:

Priority 1: Just green transition

The specific objective is to strengthen CSOs’ engagement in the just green transition, notably in sectors such as energy, agriculture and forestry, with a focus on regions and populations most affected by the transition, women as well as vulnerable groups.

Priority 2: Gender equality and women’s empowerment

There are two specific objectives:

To prevent and respond to gender-based violence in the public and private spheres (offline and online)

To enhance the economic empowerment of women and strengthen their economic and social rights

Grant requests under this call for proposals must adhere to the following funding range:

• Minimum amount: EUR 1,000,000
• Maximum amount: EUR 2,000,000

Eligible Activities

Priority 1

Activities may include, but need not be limited to, the following:

• Support CSO initiatives to promote an enabling environment for their engagement on the just green transition through monitoring of policy and regulatory developments on the civic space, efforts to claim space for participation in policy dialogue with national and local authorities, and actions to represent the voice of concerned people and communities.
• Support CSOs to engage with a diverse range of stakeholders, including governments, businesses, labour unions, women and youth organisations, and marginalised communities to ensure their perspectives and needs are considered in the just green transition process.
• Support CSOs’ research and evidence-based contributions to policy development in areas such as land use and forestry, land tenure, sustainable agriculture, clean and affordable energy, energy efficiency and sustainable growth (e.g. assessment of technical and social barriers hampering access to energy, development of inclusive sustainable economic models, green jobs assessments etc.).
• Support CSOs’ education and awareness raising campaigns in the above areas and looking at the rights of specific constituencies (e.g. women farmers, rural workers etc.).

Priority 2

Activities may include, but need not be limited to, the following:

• To prevent and respond to gender-based violence in the public and private spheres (offline and online):
• Activities strengthening CSO networks in the field of gender-based violence prevention and response at national and subnational levels, with a focus on underserved regions
• Activities tackling the root causes of gender-based violence, including by engaging boys and young men, through a combination of advocacy, awareness raising or complementary strategies
• Activities strengthening professional service delivery to survivors of gender-based violence (e.g. legal, psycho-social, medical, etc), and strengthening referral pathways
• Engagement with duty bearers and justice sector actors (e.g. law enforcement agencies, legal aid agencies, lawyers, etc.), in view of strengthening access to justice for survivors, through policy dialogue and strengthen existing legislation in line with the international legal framework
• To enhance the economic empowerment of women and strengthen their economic and social rights:
• Activities strengthening CSO networks in the field of women’s economic empowerment (e.g. financial literacy, entrepreneurship, livelihoods, etc)
• Activities aiming to tackle women’s unequal access to finance, and to enhance the enabling environment for entrepreneurs and micro/small/medium enterprises
• Activities aiming to tackle gender inequality linked to the unequal sharing of unpaid care responsibilities
• Activities seeking to improve the labour rights and conditions of women and girls in specific sectors of the economy and/or specific value chains

Eligibility Criteria

In order to be eligible for a grant, the lead applicant must:

• be a legal person and
• be non-profit-making and
• be a Civil Society Organisation (CSO) and/or its associations constituted in accordance with the legislation in force in the country concerned and
• be established in a Member State of the European Union or Indonesia and
• be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
• International organisations are not eligible nor can act as co-applicant(s).
