Introduction: Capacity Building Officer for HIV Program NGO Job Vacancy in Delhi, The National Coalition of People Living with HIV in India (NCPI+) is a prominent national network comprising People Living with HIV (PLHIV), affected individuals, and organizations, offering extensive experience and expertise ranging from grassroots initiatives to policy advocacy. NCPI+ is seeking applications for the position of Capacity Building Officer (1 vacancy), based in Delhi, with responsibilities spanning across India under the Global Fund Project “KP Grant.” Interested candidates are encouraged to apply by 30th December 2024.

National Coalition of People Living With HIV is India (NCPI +) is a national network of People Living with HIV (PLHIV), affected individuals and organisations with the vast range of experience and expertise from grass root to policy level. NCPI+ is based on the principle that, this long experience and expertise must contribute constructively and meaningfully in the policy and programme decisions to bring positive change in country. NCPI+ works with the aim to increase active, transparent and constructive participation of PLHIV and health activist to strengthen care, support and treatment response of the country and improve the quality of life of individuals and families to control HIV.

Job Responsibilities: (Capacity Building Officer for HIV Program NGO Job Vacancy in Delhi)

Program Implementation and Leadership

  • Oversee overall program implementation to ensure achievement of set goals.
  • Manage team priorities, maintain schedules, and monitor the performance of program staff.
  • Lead project planning, budgeting, and monitoring processes, ensuring timely execution of action plans.
  • Contribute to the development and implementation of effective monitoring, evaluation, and review strategies for the program.

Social Protection and Advocacy (Capacity Building Officer for HIV Program NGO Job Vacancy in Delhi)

  • Develop tools and conduct mapping and needs assessment for strengthening social protection schemes.
  • Identify gaps in availability, accessibility, and uptake of HIV-related social protection schemes.
  • Liaise and advocate with government bodies, line development agencies, and relevant organizations for successful program implementation.
  • Develop a state-specific compendium of welfare schemes relevant to program goals.
Community Strengthening and Capacity Building (Capacity Building Officer for HIV Program NGO Job Vacancy in Delhi)

 

  • Strengthen existing PLHIV CBOs through technical support, handholding, and capacity building at the state and district levels.
  • Foster leadership among youth, adolescents, and women/mothers collectives under the NCPI+ umbrella.
  • Create job opportunities tailored to the skills and interests of PLHIV and KPs.
  • Conduct SRH training and capacity-building initiatives for youth and adolescents living with HIV.
  • Develop and implement training and capacity-building programs for community network members at state, district, and national levels.

Training and Development

  • Organize and execute events, workshops, and training sessions for community-related activities.
  • Innovate and employ effective training methodologies suitable for community-level participants.
  • Ensure all necessary resources for training sessions, including materials, equipment, venues, and transportation, are prepared on time.
  • Document training activities, including attendance sheets, reports, evaluations, and maintain a comprehensive training database.
Monitoring and Reporting (Capacity Building Officer for HIV Program NGO Job Vacancy in Delhi)

  • Travel to selected site locations to monitor program activities and ensure alignment with objectives.
  • Review and analyze program progress, challenges, and lessons learned, providing feedback to improve outcomes.
  • Prepare and submit high-quality progress reports (narrative and financial) to donors and other stakeholders.
  • Maintain timely and effective correspondence with donors and stakeholders.
Resource and Forum Development (Capacity Building Officer for HIV Program NGO Job Vacancy in Delhi)

 

  • Develop and maintain a resource directory of training institutes and resource persons.
  • Facilitate the formation of forums such as positive speakers, community leaders, and representatives from high-risk groups (MSM, TG, FSW, IDU).
Documentation and Innovation (Capacity Building Officer for HIV Program NGO Job Vacancy in Delhi)

  • Effectively document training data, evaluation reports, and impact assessments.
  • Share insights, best practices, and challenges with the line manager for program improvement.
  • Analyze and document progress, impact, and lessons learned from the program.

Miscellaneous

  • Undertake additional responsibilities aligned with the role and as assigned by the Society as needed.
Educational qualifications and skill required for the position:

Qualification & Experience:

  • Degree in social sciences, health or development field (or equivalent) with at least 2+ years of relevant project management experience in the health or development sectors. The criteria for selection will be relaxed for members from PLHIV or key population group with relevant experience and calibre and final decision lies with the interview panel
  • Experience of providing capacity building of, organisations, especially those working at the community or grassroots level.
  • Demonstrated knowledge and understanding of SLN/DLN, partnerships, principles of NGO support and/or donor environment
  • Strong analytical skills, and the ability to synthesise complex concepts and to communicate them effectively
  • Excellent writing and verbal communication skills and facilitation skills
  • Strong commitment to HIV/AIDS and Act 2017, PLHIV and sexual and reproductive health and rights.

Fluent in English, Hindi and (any other regional languages) Experience of working with multiple stakeholders in civil society and the government at different levels.

Remuneration: 7 – 7.2 lakh per annum

NOTES:

1) The candidate living with HIV and affected by HIV/AIDS would be given the preference if S/he will fulfil the criteria as per JD for specific position.
