Fairtrade Network of Asia and Pacific Producers (NAPP) is seeking to onboard a Short-Term Program Consultant for Assam, North East India. The position is envisioned to start in September 2025.
Fairtrade NAPP (Network of Asia and Pacific Producers) is committed to supporting certified producer organizations to meet Fairtrade standards, enhance their capacities, and contribute to sustainable development. The Program Consultant will play a key role in conducting a Desk Review of existing internal policies of One Producer Organization focused on the product of Tea. This desk review shall be conducted in light of International instruments on Human/ Worker Rights, existing National and State Legislative requirements on Human/ Worker Rights, especially with Tea plantations, and be informed by the internal studies/ reports shared with the respective consultant. Along with the Desk Review, the consultant should develop recommendations for policy revision to be streamlined with other prevalent laws and schemes/ directives requirements for worker benefit. FT NAPP is seeking a dynamic, results oriented development professional and/ or lawyer with excellent understanding on policy reviews and recommendations. The candidate must possess excellent research skills and critical thinking as well as report writing.
Scope of Work

The Program Consultant will play a key role in conducting a comprehensive Desk Review of the internal policies of one specific Tea Producer Organization. This review will be conducted against the backdrop of existing National and State Legislative requirements concerning human and worker rights, particularly those applicable to tea plantations in Assam. The review will also be informed by internal studies and reports shared by FT NAPP.
Specifically, the consultant will:
Conduct a thorough desk review of the Producer Organization’s internal policies related to worker rights and benefits.
Analyse relevant international documents/ regulations/ directives, and national and state legislations (including acts, rules, and regulations) pertaining to human and worker rights in India, with a specific focus on the tea plantation sector in Assam. This includes, but is not limited to, laws concerning wages, working conditions, social security, gender equality, nondiscrimination, and grievance mechanisms.
Identify gaps and inconsistencies between the Producer Organization’s internal policies and the national and state legislative requirements.
Review existing government schemes and directives relevant to worker benefits and welfare in the tea sector in Assam and assess how the Producer Organization’s policies align with or can leverage these provisions.
Incorporate insights from internal studies and/ or report(s) provided by the Producer Organization into the desk review analysis.
Develop clear, actionable recommendations for policy revisions to streamline the Producer Organization’s internal policies with prevalent laws, schemes, and directives, ensuring enhanced worker benefits and compliance.
Present findings and recommendations to Fairtrade NAPP and the Producer Organization in a clear and concise manner.
Deliverables

The Short-Term Program Consultant will be responsible for submitting the following deliverables:
- Inception Report: Within one week of the contract start date, submit an inception report outlining the detailed methodology, work plan, and timeline for the desk review.
- Comprehensive Desk Review Report (Draft and Final):
Draft Report: Submit a comprehensive draft report detailing the findings of the policy desk review, highlighting gaps and inconsistencies, and providing preliminary recommendations. This report should be well-structured, evidence-based, and clearly written.
Final Report: Incorporate feedback from Fairtrade NAPP and the Producer Organization to finalize the desk review report. The final report should include detailed, actionable recommendations for policy revisions aimed at improving worker rights and benefits and ensuring full compliance with international human/ worker rights requirements/ guidelines, and national and state legislation and relevant schemes/directives.
- Presentation of Findings: Deliver a presentation (virtual or in-person, as agreed) to Fairtrade NAPP and the Producer Organization stakeholders, summarizing the key findings of the desk review and outlining the proposed policy recommendations.
- Policy Revision Recommendations Document: A standalone document detailing specific, clear, and actionable recommendations for policy revisions, cross-referenced with relevant instruments/ legislation and schemes/directives.
Reporting: The Consultant will be required to jointly report to the Social Compliance and Risk Manager, FT NAPP and Regional General Manager, South Asia, FT NAPP.
Eligibility
Fairtrade NAPP is seeking a highly qualified and experienced individual consultant. Candidates must meet the following minimum criteria:
- Educational Background: A Master’s degree or equivalent in Law, Social Sciences, Public Policy, Human Rights, Labour Studies, Development Studies, or a related field from a recognized university.
- Professional Experience:
Minimum of 5 years of progressive professional experience in policy analysis, legal research, human rights, labour rights, social compliance, or related fields.
Demonstrated experience in conducting desk reviews, legal analyses, and policy recommendations, particularly in the context of international, national and sub-national legislations.
Prior experience working on worker rights and benefits, especially within the plantation sector (e.g., tea), is desirable.
Experience working with or for Producer Organizations or Fairtrade-certified entities is an asset.
- Technical Skills:
Excellent research, analytical, and critical thinking skills.
Proven ability to synthesize complex legal and policy information into clear, concise, and actionable recommendations.
Strong report writing and presentation skills, with a track record of producing high-quality professional documents.
Proficiency and access of using research databases, legal search engines, and data analysis tools.
- Language Proficiency:
Fluency in written and spoken English is essential.
Knowledge of reading Assamese will be an advantage.
- Independence: The consultant must be able to work independently, manage time effectively, and meet strict deadlines.
- Ethical Conduct: Demonstrated commitment to ethical research practices, data confidentiality, and respect for human rights.
Duration of Project: 45 Days
Consultancy Fees: 1500 Euro All Inclusive for the entire project.

- Your strategy for reviewing national and state legislations, schemes, and directives.
- Your approach to analysing the Producer Organization’s internal policies.
iii.How you will identify gaps and formulate actionable recommendations.
iv.Any specific tools or resources you intend to utilize.
Proposed Work Plan and Timeline: A clear, detailed work plan with specific milestones and timelines for each phase of the consultancy, aligning with the deliverables outlined in this TOR.
Risk Assessment and Mitigation (optional but recommended): Briefly identify potential challenges and how you propose to mitigate them.
- Financial Proposal: A detailed financial proposal outlining your daily/hourly rate or a lump-sum fee for the entire assignment, inclusive of all taxes and any anticipated travel costs (though travel is expected to be occasional and pre-approved by NAPP).
Clearly itemize any other anticipated costs.
- Professional References: Contact details (name, title, organization, email, phone number) of at least two professional referees who can attest to your experience and capabilities in similar assignments.
