Position Title: District Nutrition Consultant (1)

Name of the Employer: Centre of Excellence – Child Health & Nutrition (CoE CH&N), Capital Hospital, Bhubaneswar, Odisha (Supported by UNICEF)

Duty Station and Reporting: The consultant will be stationed at District Headquarter in Koraput, Odisha and will work under the direct supervision of the Director, Capital Hospital with technical guidance from Nutrition Specialist, UNICEF, Bhubaneswar. (Frequent Block/Field Travel Required)

  1. BACKGROUND AND CONTEXT

The Government of Odisha, through the Integrated Child Development Services (ICDS) and Health Departments, is scaling up the Community-based Management of Acute Malnutrition (CMAM) program to effectively identify, treat, and prevent Severe Acute Malnutrition (SAM) and Moderate Acute Malnutrition (MAM) in children under five. The District Nutrition Consultant will serve as a dedicated technical anchor at the district level, ensuring quality implementation, capacity building, and convergence of services related to the CMAM framework. This role is critical for achieving optimal nutritional outcomes across the district.

  1. PURPOSE OF THE CONSULTANCY

The Consultant will provide specialized technical assistance to the District Administration and relevant line departments (ICDS, Health) to operationalize, monitor, and sustain the quality implementation of the CMAM program, including training, supply chain management, reporting, and inter-sectoral convergence.

  1. SCOPE OF WORK AND KEY DELIVERABLES

The Consultant will be responsible for, but not limited to, the following key areas:

Deliverable Area: Key Activities/Outputs:

CMAM Implementation Oversight: Oversee the end-to-end operationalization of CMAM across all blocks, including screening, referral, linkage to health facilities (NRCs) and follow-up in communities.

Capacity Building & Mentoring: Plan, organize, and conduct block and sector-level refresher training for frontline workers (Anganwadi Workers, ASHAs, ANMs, Supervisors) and health functionaries on CMAM protocols, referral systems, and use of growth monitoring tools. Provide regular on-site mentoring and supportive supervision.

Supply Chain & Logistics: Monitor the demand forecasting, timely procurement, and distribution of ATHR and related medical supplies for CMAM sites and facilities.

Data Management & Reporting: Ensure accurate and timely data collection on CMAM program indicators (e.g., admission, cure, default, death rates). Prepare monthly/quarterly progress reports, case studies, and documentation for the District and State authorities.

Convergence and Coordination: Facilitate strong convergence between ICDS, Health, and other departments for WASH, food security, and IYCF promotion to address underlying causes of malnutrition.

Advocacy and Documentation: Document best practices, challenges, and lessons learned from the field. Support the District Administration in advocacy efforts.

REQUIRED QUALIFICATIONS, SKILLS, AND EXPERIENCE

Essential:

  • Education: Master’s degree in Public Health, Nutrition, Food Science, Social Work, or a related field from a recognized university.
  • Experience: Minimum of five (5) years of progressively responsible professional experience in public health or nutrition programming, with specific demonstrated experience in Community-based Management of Acute Malnutrition (CMAM).
  • Contextual Knowledge: Mandatory working experience at the district or block level in Odisha. Clear understanding of the state’s ICDS and Health systems.
  • Skills: Excellent analytical, training, and report-writing skills (English and Odia). Proficiency in MS Office (Word, Excel, PowerPoint).
Desirable:

  1. REMUNERATION AND ENTITLEMENTS

The selected consultant will be offered a competitive package based on qualifications and experience:

  • Monthly Remuneration (Consolidated): ?55,000/- to ?65,000/- per month (Negotiable based on experience).
