Position Title: Consultant – Healthy Diet in School System (1)
Name of the Employer: Centre of Excellence – Child Health & Nutrition (CoE CH&N), Capital Hospital, Bhubaneswar, Odisha (Supported by UNICEF)
Duty Station and Reporting: The consultant will be stationed at Bhubaneswar and will work under the direct supervision of the Director, Capital Hospital with technical guidance from Nutrition Specialist, UNICEF, Bhubaneswar.

- BACKGROUND AND CONTEXT
The State of Odisha has demonstrated strong commitment to improving nutritional outcomes, focusing on both therapeutic and preventive interventions. The Centre of Excellence for Child Health & Nutrition (CoE CH&N) serves as a key technical resource hub for the Government of Odisha in planning, implementing, and monitoring nutrition programs.
Recognizing the crucial role of the school environment in shaping long-term dietary habits, the CoE CH&N, with the support from UNICEF, aims to integrate sustainable healthy diet practices and education into the state’s school system. This consultancy will drive the policy, technical support, and capacity building required to achieve this goal, focusing on alignment with existing state health, education and nutrition policies.
- PURPOSE OF THE CONSULTANCY:
The Consultant will provide high-level technical support to the Government of Odisha, primarily through the CoE CH&N, to design, implement and monitor a robust healthy diet and nutrition promotion strategy within the School and Mass Education Department (Mid-Day Meal) and related government structures.
- SCOPE OF WORK AND KEY DELIVERABLES:
The Consultant will be responsible for, but not limited to, the following key areas:
Deliverable Area: Key Activities/Outputs:
Policy & Strategy Development: Review and draft state-level policies, guidelines, and standards for promoting healthy diets and discouraging unhealthy food consumption in school premises (including surrounding vendors)as well as supporting micronutrient supplementation.
Curriculum Integration: Facilitate the incorporation of practical, age-appropriate nutrition and healthy-eating messages into the school curriculum (including the School Health Programme and Mid-Day Meal Scheme) through the School Health and Wellness Ambassadors and Messengers.
Capacity Building: Develop training modules and conduct Training of Trainers (ToT) programs for education/ MDM functionaries, school staff on best practices for school nutrition.
Coordination & Convergence: Establish and maintain strong coordination mechanisms with the School and Mass Education Department, Department of Health & Family Welfare, Eat Right Campaign and other relevant departments (e.g., Food Supplies, WCD, SCST Dev, FSSAI) to ensure convergence on healthy diet policies.
Monitoring and Reporting: Develop simple, effective monitoring tools to track the implementation and adherence to healthy diet guidelines in schools. Prepare high-quality technical reports, presentations and policy briefs on program progress.
Advocacy: Support advocacy efforts to secure adequate budgetary allocations and institutional commitment for sustaining the healthy school diet initiative.
REQUIRED QUALIFICATIONS, SKILLS, AND EXPERIENCE:

Essential:
- Education: Master’s degree in Public Health, Nutrition, Food Science, Social Sciences, or a related field from a recognized university.
- Experience: Minimum of five (5) years of progressively responsible professional experience in the field of public health, nutrition programming or large-scale food systems/dietary behavior change.
- Contextual Knowledge: Proven experience working with government structures in Odisha, with a clear understanding of the state’s education, ICDS, and health systems.
- Skills: Excellent analytical, communication, presentation, and report-writing skills (English and Odia).
Desirable:
- Prior experience specifically related to school health, adolescent health, Micronutrient Supplementation, or Mid-Day Meal programs.
- Experience working with international development agencies (e.g., UNICEF, WFP) or leading NGOs.
REMUNERATION AND ENTITLEMENTS:

The selected consultant will be offered a competitive package based on qualifications and experience:
- Monthly Remuneration (Consolidated): Rs.100,000 to 120,000/- per month.
- Travel Entitlements (In-State): Travel up to 5 days per month, based on program requirements.

The initial contract will run until 31 December 2026, with the possibility of extension subject to satisfactory performance and programme funding availability. The position will include a three-month probation period, after which confirmation will be based on performance.
