Solidarity and Action Against the HIV Infection in India (SAATHII), a registered non-profit organization, was founded with a vision for universal access to healthcare, justice, and social welfare for socio-economically marginalized women and children, communities impacted by the HIV/AIDS and TB epidemics, and groups marginalized on account of their sexuality and/or gender identity in India. Headquartered in Chennai, with nine branch offices across the country, SAATHII works towards universal access through information dissemination, networking, operational research, advocacy, training, and other technical assistance.

About the Project:

SAATHII has been chosen as one of the principal recipients (PR) of the Global Fund’s (GF) HIV programs for 2024-27. The project’s overarching goal is to contribute to the national goal of ending AIDS by 2030. SAATHII will assist the National AIDS Control Program (NACP) in meeting the UNAIDS fast track goals of 95-95-95 by expanding its new model for a comprehensive continuum of care, from prevention to treatment, which will include

  • Strengthening and expanding Care and Support Centre’s (CSC 2.0), including the Elimination of Vertical Transmission of HIV and Syphilis (EVTHS).
  • Strengthening and expanding integrated HIV, tuberculosis, STI, syphilis, and viral hepatitis interventions among incarcerated individuals

Furthermore, this initiative will strengthen community systems and encourage community partners (key and affected population organizations and networks) to be involved in design, implementation, innovation, and monitoring, resulting in increased community ownership and reduced stigma; and undertake Red Ribbon Bus (RRB) Campaign to raise HIV awareness in vulnerable populations.

Strengthening and Expansion of Care and Support Centre’s (CSC 2.0), including EVTHS

The national program proposes transforming the current CSC to improve care and support services for priority PLHIV subgroups, as well as incorporating the EVTHS care cascade in accordance with NACO’s revised strategy for meeting the second and third 95 UNAIDS fast-track targets. To strengthen care and support services, the project will work with both public and private ART centre’s to provide tailored care to the following priority PLHIV subgroups (including but not limited to): (a) Newly identified PLHIV yet to be initiated on ART; (b) Newly initiated on ART within the previous month; (c)PLHIV Missed ART Treatment (0-90 Days) and are LFU (more than 90 days); (d) PLHIV with more than 1000 copies/mL viral load and less than 200 cells/mm3 CD4 count;(e) PLHIV newly initiated on second-line or third-line ART;(f)HIV+ children, youth, and adolescents (aged 1.5 to 24 years); (g) HIV+ Pregnant and Lactating Women; (h) HIV Exposed Infants (HEI); (i) Discordant couples and index cases; (j) HIV+ high-risk groups and incarcerated population; (k)Co-infected individuals (TB, STI, HCV).

The project will also help to achieve the national EVTHS goal by providing a comprehensive cascade of services to HIV-positive pregnant and lactating women, as well as exposed infants, in accordance with national EVTHS guidelines. The cascade services include peer counseling, ART adherence monitoring, spouse testing, institutional births, post-delivery services, ARV prophylaxis, cotrimoxazole preventive therapy, infant feeding guidance, early infant diagnosis, family planning services, and syphilis-reactive positive pregnant women follow-up. The program will extend primary prevention efforts among adolescents and youths through collaborations with Rashtriya Kishor Swasthya Karyakram and the Youth Affairs Department of SACS.

Strengthening and expanding integrated HIV, tuberculosis, STI, and hepatitis interventions among incarcerated individuals

To reduce new infections among incarcerated populations, the project will employ a variety of approaches for comprehensive prevention education on sexual health, HIV, TB, STI, syphilis, and Viral hepatitis (VH), their routes of transmission, harm reduction and other prevention methods, and mental health issues. These strategies will be tailored to specific population groups, with an emphasis on early screening and treatment initiation.

The interventions will use different strategies for disease prevention and screening based on (i) inmate load, (ii) HIV positivity rates, and (iii) the availability of functional testing facilities and health care providers inside those prisons and other closed settings (P&OCS). The project will provide the comprehensive services in accordance with international (UNODC, WHO) and national (HIV/AIDS Act of 2017, Technical Guidelines) protocols to protect the rights and improve health access of incarcerated populations.

Community System Strengthening (CSS)

Community involvement in the HIV response in India is critical to meeting targets and fulfilling India’s commitment to end AIDS by 2030. Community networks and organizations are uniquely positioned to interact with affected communities, respond quickly to their needs and problems, communicate with vulnerable and affected groups, monitor program implementation, and advocate for socio-legal benefits.

SAATHII will engage closely with HIV-affected and vulnerable community groups for the following purposes: (i) Build community ownership of the national program and strengthen the capacity of CBOs and Community Champions (identified in current phase under CSS initiative) for advocacy, monitoring and implementation; (ii) Strengthen and sustain an enabling environment through community-led monitoring, policy discussions, and advocacy; and (iii) Establish and strengthen networking, coordination, and partnerships among stakeholders, including government departments, and civil society organizations.

Project Geography: SAATHII will implement the project in ten states and union territories (Tamil Nadu, Kerala, Andaman and Nicobar Islands, Puducherry, Karnataka, Andhra Pradesh, Telangana, Haryana, and Punjab) through four SR partners.

SPECIFIC JOB RESPONSIBILITIES

Roles and Responsibilities

The Senior M&E Officers (SMO), each responsible for overseeing 2-3 Sub-Recipients (SR), play a pivotal role in ensuring effective monitoring and evaluation (M&E) practices within the project. Their responsibilities include:

At PR Level:

  • Support the M&E Director (M&ED), and Managers in the development of logical framework, and SOP.
  • Support Managers in ensuring smooth implementation of M&E activities of CSC 2.0, P&OCS, CSS, and RRB components at the SR and SSR level.
  • Assist the M&ED and Managers in the development, piloting and finalization of data recording and reporting tools and MIS system of the CSC 2.0, P&OCS, CSS, and RRB components.
  • Ensure smooth operation of the MIS systems, troubleshooting where needed in coordination with IT leads / vendor.
  • Ensure timely and proper data management (preparatory activities, compilation, analysis) towards monthly, quarterly and biannual accurate reporting to the NACO, and GFATM
  • Identifying and mitigating risks related to data quality, reporting, and overall M&E system implementation through routine analysis and presenting to the M&E and program team.
  • Preparation of dashboards and various analytical reports as needed for different stakeholders

At SR Level:

  • Support the recruitment, and management of M&E staff of their respective SR and its SSRs.
  • Coordinate and conduct induction training of the M&E staff at SR and SSR levels and facilitate ongoing capacity building of the SR, SSR core and field teams towards ensuring accurate and timely data recording and reporting
  • Mentoring and ensuring smooth implementation of M&E activities and systems and adherence to guidance provided in M&E SOP by the SR and SSR teams.
  • Develop and implement rigorous data quality audits and assessments plans for efficient monitoring towards improving program data quality and promoting data utilization at the SR and SSRs levels
  • Provide mentoring and closely monitor SR and SSR M&E staff to ensure timely submission of reports and support in troubleshooting data collection, management, compilation, and analysis processes.
  • Conduct regular field and site visits to assess program and data quality, and measure data accuracy through data validation and triangulation
  • Support the SR for coordinating with SACS for aligning reporting with the government system; and streamline coordination with SACS for validating program data with the data reported in the government system.

The Senior M&E Officers are required to possess:

  • A postgraduate degree in one of the following: demography, sociology, social work, public health, or a closely related discipline.
  • M&E experience of at least six years in the public health or development sector, with HIV program experience preferred.
  • Proficiency in data administration, analysis, and data quality evaluation, development of dashboards
  • Solid analytic abilities and mastery of software for statistical analysis.
  • Proficient in various languages and capable of functioning effectively in a multicultural setting.
  • Willingness for extensive travel in all the states of project implementation.
  • Ability to function and perform in a high-pressure situation
  • Proficient in overseeing and delivering training to stakeholders and affiliated organizations.
Competencies:
