About Jamghat – Jamghat is a non-profit organization comprising of inspired young members and volunteers working with street children and other vulnerable children since 2003 through its comprehensive care model. Jamghat aims to help children and women living and working on the streets of Delhi to realize their dreams and rejoin society by offering opportunities to make them self-sustained and more independent. Jamghat seeks to rehabilitate street children and to raise awareness within society by using the medium of street theatre as well as interactive workshops, night-walks and other social means of communication. Jamghat aims not only to provide the homeless a home, but also to equip them with the tools needed to be an able, independent and responsible member of the society they inhabit. With the aim of being more than just a charity, Jamghat hopes to in-still within each one that it works with, that to be a good human being is as important as being a successful one.
Job Description –

Role and Responsibility of Program Head
- a) Program Strategy
- Provide strategic vision and leadership on how Jamgaht’s projects and programs can be developed in the next three to five years
- Develop and implement a strategy to grow Jamghat’s programs and donor base by bringing in more quality and depth.
- Bring in result based, innovative and sustainable approach to program management.
- b) Program Management
- Responsible for end-to-end management of Jamghat’ s social development interventions, specifically different projects
- Conduct suitable recruitment for Jamghat
- Provide leadership and management to a strong team of Managers and functional heads at Jamghat to support them to implement their proposition and develop their thought leadership
- Ensure that Jamghat’s grant management processes are transparent, effective, efficient and well governed and in line with best practice in the sector and meet the needs of Jamghat’s donors.
- Responsible for having systems and processes in place to ensure monitoring of transactions, internal audits, handling donor complaints and managing risks
- Management of the operational planning and delivery of Jamghat’s projects and programs including workflow and resource management, monitoring and reporting of targets, resolution of issues and trouble shooting
- Develop project-based monitoring plan, analyse visit reports and present the findings and observations to director and core team.
- Supervise the provision of regular updates on the receipt and disbursals of funds, track the Donor MoUs, provide fund utilization reports
- c) Team Leadership
- Manage programme, human resource and finance team through finance and programme managers
- Provide leadership, mentoring and coaching to the team members and ensure that results are delivered on time
- Developing a roaster of qualified consultants with expertise in relevant areas and coordinate with them. Identifying consultants, develop TOR and manage delivery against the expectations
- Develop Thematic learning and knowledge management within Jamghat
- d) Eco System Engagement
- To provide supportive supervision to programme heads in for effective engagement of community stakeholders as per the needs of projects and Jamghat’s vision and perspective plan.
- To liason with various stakeholders (government departments/ institutions, service delivery organizations, etc) at the district level and leverage these partnerships for strengthening the program delivery.
- e) Monitoring, evaluation and reporting
- To develop monitoring plan for each project and develop consolidated monitoring sheet for Jamghat
- Develop quarterly and annual consolidated report of programmes for Jamgaht
- To analyse data collated by programme managers and provide monthly feedback to them to ensure effective delivery
- To update and manage program data as per the organization requirement
- Use data reports, documentation and case studies for strategic growth of Jamghat’s Program profile.
- Develop and maintain an appropriate MIS system on project grants and grantees.
- Manage the availability and verification of all materials/ necessary documents pertaining to each project, resourcing and policy enforcement tasks in their district/cluster (e.g. MOU/Budget/PIPS/ Baseline report etc.)
- f) Donor relationship
- Develop and manage donor relationships and donor retention and growth activities with different types of donors
- To prepare and review monthly report as per the format of donor requirement in coordination with the district teams and fundraising team.
- Ensure qualitative and timely generation of reports pertaining to the donors through program and finance teams.
- Prepare and review quarterly reports (Quarterly Progress Report format)
- To support the director in proposal writing for further fundraising.
- g) Financial Management
- Implement Jamghat’s financial controls (including the finance manual) and verify that all staff are following the requirements of those controls in the organisation.
- Produce Multi Year Plans and Budgets for the organisation and undertake the management of project budgets following the procedures laid down in the Finance Manual.
- Ensure individual projects are kept within budget and that programme expenditure remains within the annual budget allocation.
- Support programme managers in developing and implementing their own financial control procedures.
- Oversee the procurement of materials, equipment and other assets for the Jamghat.
- Ensure proper implementation of financial management and information systems
- h) Programme Learning
- Develop the capacity of Jamghat staff to document their experience for learning and advocacy purposes.
- Ensure quality of programme documents and reports, quarterly reports and other learning documents
- Promote a learning environment among Jamghat’s and staff
- Facilitate development of training programmes to tackle identified programme training needs
- i) Administration
- Implement the Administrative policies and procedures, ensure the safe guard of all office assets, and maintain appropriate levels of security and control over the operation of Jamghat.
- Supporting proposal development and in-country fund raising activities
- Ensuring that appropriate internal controls are developed, communicated and is operational
- To provide support to Audit process and all other administrative and financial matters
- Ensure greater efficiency in reporting and good accounting system.
- Ensure that strategic plans and goals relating to Finance, Audit, MIS and Administration units are implemented.
- Follow up with organisations registration and legal requirements
- Ensure implementation and follow up of recommendations from Internal/External Audit, Management and other reviews and Evaluation
- Ensure human resource manual is developed and implemented for the organisation.
Skills Required

- Strategic Leadership: Ability to design and execute long-term program strategies with a focus on growth, innovation, and sustainability.
- Program Management: Strong skills in planning, budgeting, monitoring, and evaluation of child education and community-based programs.
- Team Leadership & Capacity Building: Experience in managing and mentoring diverse teams to achieve organizational goals.
- Communication & Advocacy: Excellent verbal and written communication skills to represent the organization with donors, partners, and stakeholders.
- Problem-Solving & Decision-Making: Ability to respond to challenges effectively and make informed decisions under pressure.
- Monitoring & Evaluation (M&E): Knowledge of data-driven approaches to assess program impact and improve performance.
- Fundraising & Donor Relations: Skills to build and maintain donor relationships and contribute to resource mobilization efforts.
Experience Required

- Minimum 10–15 years of experience in program management, preferably in child education, child rights, or community development.
- Proven track record of working with vulnerable or marginalized children, including those in street situations.
- Experience in working with NGOs, social sector organizations, or educational institutions.
- Familiarity with government policies and frameworks related to child protection, education, and welfare.
Other Requirements
