The Voluntary Health Services (VHS) Chennai is implementing VHS-CDC Project NIRANTAR with the support from Centers for Disease Control and Prevention (CDC-DGHP) on “Accelerating Sustainability of Public Health Systems in India to Prevent, Detect, and Respond to Infectious Disease Outbreaks and Other Public Health Emergencies”. This Project NIRANTAR is being implemented from August 2020 and successfully completed four years aligning with project goals and strategies. The purpose of the project is to “strengthen district, state & national public health systems in India to sustain & continue advancement of Global Health Security Agenda (GHSA) priorities to prevent, detect & respond to disease threats across the country; and transition GHSA assisted activities increasingly to Govt of India (GoI)”. The key strategies of the project will include Workforce Development capacity (WFD); Sector Connect: Field Epidemiology Program – One Health (FEP-OH) and Emergency Management & Response Capacity (EM).

Responsibilities

S/he will be responsible to work closely with the team in planning, coordinating and execution of all the planned activities associated with Emergency Management and Response including development of training plan, update/ develop of training materials, tools, checklist, SOPs and other guidelines for successful execution of the planned training programs and other related activities.

S/he will be responsible for undertaking data analysis, identify early warning signs, and conduct risk assessment to enhance situational awareness, preparedness, and timely decision-making, compile, and maintain accurate and complete datasets relevant to organizational objectives; ensure data quality through robust surveillance protocols across community and institutional levels. Also analyse and interpret data to identify trends, patterns, anomalies, and statistical relationships; apply data visualization and predictive modelling techniques to communicate insights and forecast emerging events or trends. In addition, support incident management functions, including development and communication of operational information, documentation of objectives and strategies, preparation of Incident Action Plans (IAPs), tracking of assigned resources, and demobilization planning post-response.

S/he will provide support for: update and development of training curriculum based on feedback and ensuring on going improvements in the training content, in line with evolving public health threats and NDMA/NDMP frameworks, support for competency-building training for Public Health Emergency Operations Centres (PHEOCs), strengthening PHEOC operations, implementation of the five-tiered Public Health Emergency and Disaster Management – Professional Development Programme (PHEDM-PDP) and other trainings at district, state and national level and contribute in ensuring development of data base, systematic training evaluation, documentation, development of reports, mentoring, and ensuring needful follow-up support.

S/he will contribute in implementing a comprehensive Monitoring and Evaluation framework, rolling out the training in the identified states, developing SOPs, checklists, and other documents required for the program implementation and support in undertaking qualitative assessments, documentation of best practices, development of case studies, abstracts, monthly/quarterly/annual reports, ensure systematic knowledge management and dissemination of lessons learned, participate in review meetings including development of minutes and undertaking follow up, ensuring communication and coordination with key stakeholders (MoHFW, NCDC, NIDM, etc) as per the requirements of the project and priorities.

Any other work assigned by the reporting officer and or competent authority.

Eligibility Criteria

Essential Qualifications:

MBBS or doctoral degree (PhD) in medicine, public health or epidemiology.

Essential Experience:

This position requires 07 years of experience working on public health programs out of which at least three years of experience at national level on disease surveillance focused on outbreak prone diseases including management of public health emergencies or the public health aspect of disaster management, Health Emergency Operations Centres (HEOC) or Emergency Operations Centres (EOC) or Control room/War Room

Desirable Experience:

Working experience with government health sector preferably Integrated Disease Surveillance Programme, NCDC or EMR Division/Disaster Management Cell, MoHFW or in military/paramilitary/ law enforcement agencies.

Working experience for health sector preparedness for disasters like flood, cyclone, earthquake etc.

Possessing expertise in and utilizing advanced modern technologies, including tools such as GIS, Power BI, Google Cloud AI, and other systems (plans, policies, and procedures). Relevant experience in public health emergency preparedness, planning, & response, community engagement in public health emergency and capacity building related to public health emergencies is desirable.

Experience in preparing plans, policies, SOPs, documents, publications etc.

Age limit:

The maximum age limit is 60 years for above position.

Period of engagement:

This appointment shall purely be on contractual basis. The initial contract will be made until Sep 2026 which may be extended based on performance evaluation and need for technical support.
