India’s ratification of the United Nations Convention on the Rights of the Child (UNCRC) in 1992 reaffirmed its commitment to ensuring children’s rights to survival, development, protection, and participation—rights essential for children to grow with equity, dignity, and freedom. The National Policy for Children (2013) further reinforces this commitment by mandating the formulation and monitoring of Plans of Action for Children at national, state, district, and local levels. In line with this mandate, the Bihar State Plan of Action for Children (2019–2024) was developed, followed by the District Plans of Action for Children (DPAC) in Purnea and Araria, which aim to address the specific needs and vulnerabilities of children in these districts.
As part of its technical assistance to the Government of Bihar, the UN agency has been working across sectors to influence child-focused policies and strengthen implementation in aspirational districts, including Purnea. Among the key programming areas, Water, Sanitation, and Hygiene (WASH) plays a pivotal role in improving child health, nutrition, education, and overall well-being—contributing directly to the achievement of DPAC indicators.
Bihar, India’s third most populous state, faces significant development challenges, including high poverty levels and recurring climate-related stocks such as perennial floods in the north and localized droughts in the south. These vulnerabilities are particularly acute in districts like Purnea, which bear the dual burden of flooding and water insecurity, impacting both infrastructure and service delivery.
Despite these challenges, the state has made notable progress in expanding WASH services. Under the Swachh Bharat Mission (SBM) Phase II, Bihar is working to sustain Open Defecation Free (ODF) status and scale up Solid and Liquid Waste Management (SLWM). The Mukhyamantri Peyjal Nishchay Yojana (MGPNY) has achieved over 96% coverage of Functional Household Tap Connections (FHTCs), significantly improving access to safe drinking water. Additionally, WASH services in schools, Anganwadi Centres (AWCs), and Health Care Facilities (HCFs) are being prioritized to enhance child survival and development outcomes.
The state is also implementing the Jal-Jeevan-Hariyali Mission (JJHM) to promote water conservation and sustainable groundwater management through convergence of departmental efforts, resilient agriculture, and greywater reuse. To support the effective implementation and convergence of these flagship programs at the district level, there is a need for dedicated technical expertise. The proposed engagement of a District WASH Consultant in Purnea will provide critical support to the District Administration and key line departments in planning, monitoring, and strengthening WASH interventions. The consultant will also help integrate WASH priorities into the District Plan of Action for Children, ensuring that services are inclusive, climate-resilient, and responsive to the needs of the most marginalized children and communities.
