Call for Proposals for FY 2025-26 for Selection of the Educational Institutions for Establishing Innovation Labs, Bengaluru has long held the reputation of being India’s innovation capital, serving as a thriving hub for technology and entrepreneurship. Recognizing the need to broaden this success, the Government of Karnataka has set its sights on driving the next phase of growth by extending innovation and job creation to the state’s rapidly growing tier-2 and tier-3 cities. These emerging regions hold significant untapped potential to evolve into the next generation of startup hubs. Guided by this vision, the Local Economy Accelerator Program (LEAP) has been designed and officially launched.
To fuel this initiative, the Government of Karnataka has sanctioned a major investment of INR 1,000 crore over the next five years. For the current financial year alone, INR 200 crore has been earmarked under Government Order ITBT 42 ADM 2025 – GO – LEAP – PARA 354 dated 05 August 2025.
Applicants are encouraged to carefully review the full details and submit their applications before the specified deadline to seize this grant opportunity.

LEAP Program

LEAP comprises 16 strategic sub-programs, each with a dedicated budget, aimed at fostering innovation and entrepreneurship across the state. The six Beyond Bengaluru tech clusters are categorized into Class A (Mysuru–Chamarajanagar, Mangaluru–Udupi, Hubbali–Belagavi–Dharwad) and Class B (Tumkur, Kalaburagi, Shivamogga) to guide tailored interventions and resource allocation.
Innovation labs have been planned as one of the above sub-programs with a budget of INR 25 Crores over a period of 5 years for selection and establishment of 20 Innovation Labs with INR 1.25 Crores per Innovation Lab. This program aims to nurture creativity among students, the Government of Karnataka will establish up cutting-edge Innovation Labs across schools and colleges in Beyond Bengaluru regions
Objectives:

To establish 20 Innovation Labs by identifying eligible colleges with a proven track record and strong commitment toward innovation to establish fully equipped domain specific Innovation labs in the following areas but not limited to:
- Biotechnology
- Robotics
- Agri Tech
- Cyber Security
- AI/ML
About Innovation Labs:

The Innovation Lab is a transformative initiative launched under the support of the Karnataka Innovation and Technology Society (KITS), Department of Electronics, IT & Bt, Government of Karnataka. It is designed to provide necessary lab equipment for learning and innovation across educational institutions in Karnataka — especially in Tier 2 and Tier 3 regions.
With a grant support of INR 1.25 crores, the Innovation Lab will serve as a vibrant ecosystem for ideation, prototyping, and collaboration. It aims to empower students and faculty to explore frontier technologies in areas such as Biotechnology, Robotics, AgriTech, Cybersecurity, and AI/ML, while fostering inclusive access and inter-institutional engagement.
The lab is not just a facility but it is a launchpad for regional transformation, aligned with the Local Economy Accelerator Program (LEAP), which envisions equitable growth and global visibility for Karnataka’s emerging tech clusters. Through structured mentorship, outreach programs, and hands-on innovation challenges, the lab will nurture the next generation of problem-solvers and changemakers.

A proposal in the prescribed form along with the necessary enclosures is to be submitted in online google form link: https://forms.gle/DhiLpYLTzqXa38PB6 and all the Annexures (printed on letter head) should be emailed at leap.innovationlab@gmail.com with subject line “Selection of the Educational Institutions for Establishing Innovation Labs”.
The proposals only submitted through online form along with necessary annexures emailed will be considered for evaluation.
