UNICEF India, in collaboration with Assam Don Bosco University, is implementing a critical initiative titled “Development of a Comprehensive Interdepartmental Maternal, Newborn and Child Health (MNCH) Roadmap for Meghalaya through Human-Centric Design Approach.” The project aims to reduce maternal, newborn, and child mortality by fostering multisectoral convergence, strengthening health systems, and ensuring equitable access to quality healthcare services across Meghalaya.

The State Programme Officer will provide essential technical, operational, and coordination support to the State Programme Manager in implementing the MNCH roadmap initiative. S/he will be responsible for facilitating consultations, supporting stakeholder engagement, managing data and documentation, and ensuring smooth day-to-day operations. The role requires strong organizational skills, a good understanding of public health systems, and the ability to work effectively with government and community stakeholders.

  1. Programme Implementation Support
  • Assist in the development of the conceptual framework and methodology for the MNCH roadmap.
  • Support the formation and functioning of the State Roadmap Committee, including preparing ToRs, agendas, and minutes.
  • Coordinate logistics for district and state-level consultations, workshops, and meetings.
  1. Stakeholder Coordination & Field Facilitation
  • Work closely with District Health Associates and local stakeholders to organize 12 district consultations.
  • Facilitate participation of key departments (Health, ICDS, Rural Development, Social Welfare, etc.), FBOs, NGOs, academia, and community representatives.
  • Support the consolidation of district-level findings into actionable reports and strategic action plans.
  1. Documentation & Knowledge Management
  • Prepare high-quality reports, meeting minutes, progress updates, and consultation summaries.
  • Support the development of knowledge products, including toolkits, templates, process documents, and guiding materials.
  • Maintain an organized repository of all project documents, data, and correspondence.
  1. Capacity Building & Technical Assistance
  • Assist in organizing capacity-building workshops for FBOs, CSOs, and academic institutions on Human-Centric Design (HCD) and behavioural insights.
  • Support the Documentation & KM Officer in developing training modules and workshop materials.
  1. Monitoring & Reporting
  • Track project activities against the workplan and timelines.
  • Support data collection, indicator tracking, and baseline/target monitoring.
  • Assist in preparing quarterly progress reports and donor updates.
  1. Administrative & Operational Support
  • Manage day-to-day project operations, including travel, procurement, and financial documentation in line with UNICEF HACT and FACE guidelines.
  • Ensure compliance with organizational policies, including PSEA, gender, and equity protocols.
Qualifications and Experience

Essential

  • Master’s degree in Public Health, Social Work, Development Studies, Management, or related fields.
  • Minimum 5 years of experience in programme implementation, coordination, or support roles in public health, MNCH, or health systems projects.
  • Experience in stakeholder engagement, workshop facilitation, and report writing.
  • Familiarity with Meghalaya’s health and community landscape;
  • Proficiency in English and excellent documentation skills.
  • Knowledge of Khasi, Garo and Jaintia languages are mandatory.
  • Willingness to travel within Meghalaya.

Desirable

  • Prior experience with UNICEF, UN agencies, or large health programmes in Northeast India.
  • Understanding of Human-Centric Design (HCD), behavioural sciences, or multisectoral convergence approaches.
  • Experience in gender-responsive and equity-focused programming.

Contract Details
