About Project Unnati

Project Unnati is Anahat For Change Foundation’s community-led menstrual health and livelihood programme in Jharkhand. The programme works with women and adolescent girls to improve menstrual health knowledge, increase access to affordable and sustainable menstrual products, and address myths and stigma around menstruation. It builds a network of trained Unnati Didis who mobilise communities, conduct awareness activities and facilitate access to sustainable menstrual products.

The programme also promotes local production & selling of reusable cloth pads by women, creating livelihood opportunities while strengthening the last-mile supply chain. Project Unnati works closely with JSLPS, Panchayats, schools, health workers and government departments to strengthen community ownership and long-term sustainability.

Role Purpose

The Livelihood Programme Manager will lead the field implementation of Project Unnati in Jharkhand, with responsibility for achieving menstrual health outreach, sustainable product adoption, livelihood, school engagement and government convergence targets.

The Programme Manager will directly lead a grassroots team comprising approximately 40 active women and three Cluster Coordinators, and will be responsible for translating the programme strategy into monthly and quarterly field-level action plans.

The role requires someone with strong experience in leading grassroots teams, community mobilisation, government liaison and target-based programme implementation.

Key Roles & Responsibilities

1. Programme Planning & Team Leadership

1. Develop annual, quarterly and monthly work plans in alignment with Project Unnati targets and timelines.
2. Lead and supervise a grassroots team of approximately 40 active women and three Cluster Coordinators across Dumka and Koderma.
3. Conduct regular review meetings with Cluster Coordinators and field teams to assess progress, identify challenges and develop corrective action plans.
4. Ensure clear allocation of villages, schools, activities and targets across Cluster Coordinators and field teams.

1. Livelihood, Product Access & Sales

1. Ensure that Cluster Coordinators and Unnati Didis achieve agreed menstrual product selling/adoption targets within their respective clusters.
2. Regularly monitor sales, stock movement, demand generation, product uptake and performance against targets.
3. Manage the reusable menstrual product supply chain, including coordination between cloth-pad makers, Unnati Didis, Cluster Coordinators and the project team.
4. Oversee the revolving fund mechanism, including product distribution, recovery, incentives and reinvestment into subsequent product cycles.
5. Coordinate with JSLPS, SHGs and local women’s groups for strengthening local production and livelihood opportunities. Project Unnati’s existing model combines community-level menstrual health awareness with local distribution and livelihood opportunities for women.

III. Community & Health Activities

1. Ensure that planned menstrual health and other health camps are organised in project villages according to the approved work plan.
2. Coordinate community mobilisation for health camps and ensure participation of women, adolescent girls, frontline health workers and other relevant stakeholders.
3. Facilitate linkages with appropriate government health facilities and frontline workers for referrals and follow-up wherever required.
4. Ensure community-level menstrual health awareness activities are conducted regularly and effectively.

1. School Engagement

1. Ensure that all planned school-based menstrual health sessions are conducted on time and according to the programme calendar.
2. Liaise with schools, teachers and relevant education authorities to obtain necessary coordination and support.
3. Monitor school session quality, attendance, documentation and follow-up.
4. Coordinate school-level health activities wherever planned under the programme.

1. Government Convergence & Liaison

1. Build and maintain working relationships with Panchayats, JSLPS, local administrative offices, Health Department, School/Education Department and other relevant Government of Jharkhand departments.
2. Ensure regular government dissemination and stakeholder meetings to share programme progress, challenges, evidence and learning.
3. Prepare and submit monthly programme progress reports to relevant government departments, wherever agreed with the respective authorities.
4. Represent Project Unnati in block-, Panchayat- and district-level meetings as required.
5. Work towards strengthening convergence between Unnati Didis, ASHA/Sahiya workers, schools, Panchayats, SHGs and government systems. The existing Unnati model already envisages Unnati Didis working alongside ASHA workers and regular engagement with village administration and relevant stakeholders.

1. Resource Mobilisation & Panchayat Convergence

1. Identify opportunities to mobilise Panchayat-level funds and available government resources for menstrual health activities, community awareness programmes, health camps and related interventions.
2. Engage Panchayat representatives to integrate menstrual health activities into locally supported community initiatives.
3. Explore convergence with existing government schemes and programmes so that activities can progressively be supported through public systems rather than remaining completely grant-dependent.

VII. Monitoring, Reporting & Documentation

1. Track cluster-wise targets related to community outreach, product adoption/sales, school sessions, health camps, government engagement and livelihood activities.
2. Maintain updated programme MIS and review data regularly with Cluster Coordinators. Prepare monthly progress reports highlighting achievements against targets, challenges, corrective actions and priorities for the following month.
3. Ensure timely documentation of field activities, beneficiary records, product movement, meetings, health camps and government engagement.
4. Collect field-level feedback and ensure that learning is incorporated into subsequent programme planning.

VIII. Capacity Building & Training

1. Ensure timely training and capacity sharing of government and community stakeholders on menstrual health, including JSLPS cadres, government frontline workers, school teachers and active women/community leaders.
2. Coordinate training calendars, participant mobilisation, trainers, venues and required training materials.
3. Ensure that trained stakeholders receive appropriate IEC/BCC materials, facilitator resources and menstrual health information materials for use within schools and communities.
4. Monitor whether IEC materials are being effectively disseminated and used by Unnati Didis, JSLPS cadres, frontline workers, teachers and other trained stakeholders.
5. Conduct/refacilitate refresher trainings wherever knowledge gaps or implementation challenges are identified.
6. Maintain training records, attendance, pre/post assessments and documentation for programme and government reporting.

Candidate Profile

Job Location & Working Hours

1. Location: Koderma, Jharkhand. The Programme Manager will be expected to work primarily from Anahat’s Koderma office, with regular field travel across project villages.
2. Working Days: Monday to Saturday, with the 1st and 3rd Saturdays of every month as holidays.

The Programme Manager will also be expected to travel to Anahat’s Kolkata office for reporting, review meetings, training and capacity-building purposes, as and when required.

Required Qualifications & Experience

1. Experience: Minimum 5–8 years of professional experience in the Social Development Sector, with a proven track record in Livelihood programs and grassroots community work. Having experience in the sustainable menstrual product sector will add value.
2. SHG & JSLPS Expertise: 4 to 10 years of hands-on experience working alongside State Rural Livelihood Missions (JSLPS) and Self-Help Group (SHG) federations.
3. Value Chain / Market Linkage: Proven ability in creating demand-and-supply networks and enterprise models at the community level.
4. Team Leadership: Prior experience managing and supporting field teams.
5. Education: Graduate/Post-Graduate degree in Sales & Marketing, Social Work (MSW), Rural Development, Management, or related social science disciplines.

Preferred / Added Value

Prior experience in the Menstrual Health & Hygiene (MHM) space, specifically in promoting, distributing, or marketing reusable cloth pads or sustainable health solutions.

Essential Assets & Operational Requirements

• Own Vehicle: Must possess a functional two-wheeler (Bike / Scooty) with a valid driving license for regular field visits.
• Own Laptop: Must have a working laptop for documentation, reporting, and team coordination.
• Travel Flexibility: Willingness to undertake extensive field travel within Jharkhand.
• Language Proficiency: Fluency in Hindi is required; knowledge of local Jharkhand dialects/languages is a strong plus.

Position Details

• Position Type: Full-time (1-Year Renewable Contract based on performance)
• Travel: High (Extensive intra-state travel across districts in Jharkhand)
• Compensation: ₹45,000 (Negotiable)
