Portugal’s support focuses on professionals from Portuguese-speaking SIDS and LDCs, placing them within the secretariat’s Transparency Division. Meanwhile, Italy’s contribution expands fellowship opportunities within the Means of Implementation and Adaptation divisions, further strengthening capacity-building efforts in climate action.

The CAPACITY Fellowship Programme, short for the Capacity Award Programme to Advance Capabilities and Institutional Training in One Year, is designed to help professionals from Small Island Developing States (SIDS) and Least Developed Countries (LDCs) gain the skills and experience needed to address climate change challenges.
This program is specifically for mid-career professionals who are already working in government roles in their home countries. It gives them the chance to spend up to two years at the UNFCCC Secretariat in Bonn, where they receive hands-on training and work on real climate-related projects.
The idea is that once these professionals complete the fellowship, they’ll take their knowledge and experience back to their home organizations. This helps strengthen their country’s ability to tackle climate issues, making a lasting impact beyond just the individual fellow.
