Recognizing this growing impact, the Toyota Foundation launched its 2019 initiative to fund research, studies, and practical projects that contribute to building a well-rounded framework for effectively integrating foreign professionals.
The program focuses on five key areas:
- Creating supportive environments that enable foreign talent to achieve their full potential.
- Bridging information gaps to ensure equitable access for all foreign professionals.
- Reevaluating existing resources and strengthening human resource systems for care and support.
- Encouraging the inflow of highly skilled talent to foster innovation and competitiveness.
- Leveraging insights and experiences gained from Japanese companies’ overseas operations.
The foundation continues to invite new applications this year, welcoming initiatives that align with these goals.

Aims of this program

The grant aims to contribute to clarifying fundamental issues and promoting responses, fostering human resource development and collaboration, and building platforms.
To this end, we expect grant recipients to conduct surveys and research, and to work on building mechanisms and systems to solve problems and improve the situation during the grant period, keeping the following points in mind:
✓ Explore the changes and impacts that the increase in foreign human resources will cause in various aspects of Japanese society, and how to respond to them
✓ Propose and implement measures to improve the mechanisms that create the various challenges faced by foreign human resources
✓ Create a platform to connect people on the ground involved in supporting foreign human resources with researchers in related fields, government officials, local residents, stakeholders, economic organizations, companies, etc., to work together to solve problems.
Areas addressed in the grant project Grants will be provided to projects addressing the following fields:
(1) Creating an environment where foreign talent can maximize their capabilities
; (2) Reducing disparities in foreign talent’s access to information;
(3) Reviewing existing resources and the human resources responsible for care and support systems
; (4) Promoting the inflow of highly skilled talent; and
(5) Learnings and lessons from the knowledge and experience of Japanese companies’ overseas business activities
. *As these fields are closely interrelated, we will actively consider grants for projects that span multiple fields.
*This program focuses on grants for projects that conduct all aspects of research, study, and practice. However, for fields (4) and (5) only, we will also accept and consider projects that focus primarily on research and study. However, in both fields, priority will be given to projects that also include practical activities.
Eligibility for the grant

- Form a cross-disciplinary team with the necessary and appropriate breadth for the set field. Applications by individuals only will not be considered.
- There are no restrictions on applicants’ age, affiliation, or nationality, but the representative and contact person must be able to communicate on a daily basis in Japanese. Application documents will only be accepted in Japanese. *As of last year, there is no longer a requirement for the representative’s place of primary residence.
- The plan must incorporate policy recommendations for appropriate targets and dissemination of results through public symposiums, etc., and achieve these goals within the grant period.
- Maintain close contact with the Foundation during the grant period and participate in symposiums hosted or co-hosted by the Foundation.

55 million yen
Subsidy amount
Approximately 5 million to 10 million yen per project
Grant period
May 1, 2026 to April 30, 2028 (2 years) or April 30, 2029 (3 years)
Grant decision
The Toyota Foundation Board of Directors will decide the winner after deliberations by a selection committee of external experts chaired by Professor Shigeto Sonoda of the Institute for Advanced Studies on Asia, University of Tokyo.
