PROJECT DELIVERY TIMEFRAME

Projects must not start before the notification date of the round to which the application has been submitted (excluding multi-year grant categories). Once funded, projects are required to be completed within 12 months of the outcome notification date, except for the Environment Program and Community Events categories, which may be delivered over a three-year period.

Applicants may request a variation to their Year 2 or Year 3 funding amounts prior to signing their supplementary agreement. For multi-year funding, subsequent year allocations are contingent upon:

The organization’s compliance with funding conditions

Successful delivery and annual reporting of agreed outcomes

APPLICANT ELIGIBILITY

The Community Grants Program is open to community organizations that:

• Are incorporated not-for-profit entities (including cooperatives and companies limited by guarantee) or unincorporated groups with an auspice arrangement with an incorporated not-for-profit
• Hold $20 million in public liability insurance and other relevant insurances (see Insurance Coverage for External Parties Policy)

• Eligible organizations are verified through the Australian Charities and Not-for-Profit Commission (ACNC) Charity Register and/or ABN Lookup.

Applicants who are ineligible include:

• Individuals, businesses, and enterprises
• Educational institutions, kindergartens, and childcare centers (except for Get Local and Micro Environment Project categories)
• Parents and friends or parents and citizens associations (except for specific categories)
• Medical organizations or primary health care providers
• Religious organizations applying for core religious activities
• Political organizations
• Organizations holding a gaming machine license (except for Events categories)
• Organizations with a liquor license that operate commercially seven days a week (except for Events categories)
• Applicants who have not successfully acquitted previous grants within the required timeframe or approved variations

PROJECT/PROGRAM AND EXPENSE ELIGIBILITY

Eligible projects or programs must:

• Serve a purpose in the public interest
• Align with the specific purpose and priorities of the grant category
• Support council’s strategic priorities as outlined in current policies and plans
• Comply with all terms and conditions of the funding program

Ineligible projects or activities include:

• Commercial ventures
• Projects with religious or political objectives as their core purpose
• Responsibilities primarily managed by other government levels
• Projects that have already started or occurred before notification of the application outcome (excluding multi-year categories)
• Regular sporting fixtures
• Events exclusive to individual organizations or members (funded events must be open to the public)
• Multiple applications for the same project or event

Expenses not eligible for funding include:

Ongoing operational or administrative costs (e.g., salaries, rent, rates, insurance, equipment maintenance, consumables like fuel or stationary) — note: operational costs related to environmental programs, such as fuel, are eligible under the Environment Program

• Debt repayment or legal costs
• International travel expenses
• Merchandise, promotional items, prizes, awards, or trophies
• Purchase of alcohol
• Capital upgrades (except in the Community Facilities category)
• Equipment for personal use or private purposes
• Grant management or application fees
• Expenses over $1,000 without a submitted quote from a registered supplier or business
