Elevate 2025 – Challenge (Grant-in-Aid)

Objective

(Application Open for The Idea2PoC ELEVATE 2025 Challenge Grant in Aid by Government of Karnataka)

One-time Grant-in-Aid, of up to INR 50 Lakhs, will be provided to startups requiring early – stage seed funding support to develop their ideas to a proof-of-concept stage and to scale up their businesses through technology advancements. Startups recognised under this program will be given mentoring and incubation support at subsidized rates at Government supported incubation centres to help in product development and validation.

ELEVATE 2025 : Eligibility Criteria

1. The Startup should be incorporated as a private limited company (as defined in the Companies Act, 2013) or registered as a partnership firm (registered under section 59 of the Partnership Act, 1932) or a limited liability partnership (under the Limited Liability Partnership Act, 2008) in Karnataka.
2. Turnover of the entity for any of the financial years since incorporation/ registration has not exceeded INR 100 Crores.
3. An entity shall be considered as a startup up to 10 years from the date of its incorporation.
4. The Startup should be working towards innovation/ improvement of existing products, services and processes and should have the potential to generate employment/ create wealth.

ELEVATE UNNATI 2025 (SC/ST Entrepreneurs): Eligibility Criteria

1. The Startup should be incorporated as a private limited company (as defined in the Companies Act, 2013) or registered as a partnership firm (registered under section 59 of the Partnership Act, 1932) or a limited liability partnership (under the Limited Liability Partnership Act, 2008) in Karnataka.
2. Turnover of the entity for any of the financial years since incorporation/ registration has not exceeded INR 100 Crores.
3. An entity shall be considered as a startup up to 10 years from the date of its incorporation.
4. The Startup should be working towards innovation/ improvement of existing products, services and processes and should have the potential to generate employment/ create wealth.
5. At least one of the Director(s)/ Partner(s) or collectively must belong to the SC/ST community and such SC/ST member(s) must hold a minimum of 70% equity in the company/ firm. The shareholding pattern as on the date of application and during the entire project duration must reflect this requirement. Any dilution or change in ownership that breaches this condition will lead to disqualification or termination of assistance.
6. The SC/ ST Director(s)/ Partner(s) should possess a valid digital caste certificate issued by the Revenue Department, Govt. of Karnataka with a valid RD NUMBER.

ELEVATE MINORITIES 2025 : Eligibility Criteria

1. The Startup should be incorporated as a private limited company (as defined in the Companies Act, 2013) or registered as a partnership firm (registered under section 59 of the Partnership Act, 1932) or a limited liability partnership (under the Limited Liability Partnership Act, 2008) in Karnataka.
2. Turnover of the entity for any of the financial years since incorporation/ registration has not exceeded INR 100 Crores.
3. An entity shall be considered as a startup up to 10 years from the date of its incorporation.
4. The Startup should be working towards innovation/ improvement of existing products, services and processes and should have the potential to generate employment/ create wealth.
5. At least one of the Director(s)/ Partner(s) or collectively must belong to the Minority community and such Minority member(s) must hold a minimum of 51% equity in the company/ firm. The shareholding pattern as on the date of application and during the entire project duration must reflect this requirement. Any dilution or change in ownership that breaches this condition will lead to disqualification or termination of assistance.
6. The Director(s)/ Partner(s) belonging to the Minority community should possess a valid digital minority certificate issued by the Revenue Department, Govt. of Karnataka with a valid RD NUMBER.

Selection Process

The selection process for startups involves four stages of evaluation after submitting the online

application form via the Startup Karnataka Portal (https://eitbt.karnataka.gov.in/en through www.missionstartupkarnataka.org):

Stage 1: Eligibility check and document verification

Stage 2: Pitch deck evaluation

Stage 3: Multi-city pitching

Stage 4: Grand Finale

Nomination of Jury Members are taken from key industry associations such as NASSCOM, TiE (The Indus Entrepreneurs), IESA (India Electronics and Semiconductor Association), ABLE (Association of Biotech Led Enterprises), ABAI (Association of Bangalore Animation Industry), academia, VC Firms and others.

General Terms and Conditions :

1. Startups must sign up and log in to the Startup Karnataka Portal to apply https://eitbt.karnataka.gov.in/en which redirects to https://www.missionstartupkarnataka.org/?en with a different login.
2. The Company/Firm should submit a valid Incorporation certificate (in case of Pvt Ltd/OPC/ LLP) /Registered partnership deed and Registration certificate (in case of Partnership firm). Acknowledgement receipt of the above shall not be considered.
3. Documents not accepted as valid registration certificates: MSME, Udyog Aadhaar,

GST, Trade Union, KMF, VAT certificates, or registration with shops and establishments.

4. The startup must not be:

-> A subsidiary, franchise, white-labeled reseller, or part of a group company.

-> A section 8 company, trust, association, society, or a non-profit entity.

-> A result of a merger/demerger from a larger organization.

-> Part of any Government initiative, aided partner, or public-private partnership.

5. Company/Firm/Director(s)/Partner(s) who have previously won under the Idea2PoC/ELEVATE Grant Scheme or Grand Challenges or received any State Government Grants are not eligible until the passing of 3 years from the date of previous selection to the date of current application.
6. In the event that two or more applicant entities sharing a common promoter, director, or partner for the Stage-4 Grand Finale, the highest-scoring startup shall take precedence.
7. Only one application per entity will be accepted. If multiple applications are submitted by the same entity, only the valid application will be reviewed and considered, while other applications shall be summarily rejected.
8. Applications that do not meet eligibility criteria or lack supporting documents will be disqualified at any stage, resulting in the cancellation of their application or grant.

Note: No changes can be made once the online application is submitted.

9. The applicant Director(s)/ Partner(s) should continue to be a part of the business for the entire duration of the project.
10. Terms and conditions of ownership should NOT be altered to his/her disadvantage during the course of the project.
11. All selected ELEVATE winners are mandatorily required to participate in either physical or virtual incubation with their assigned K-tech Innovation Hub or Centre of Excellence.

• A total subsidized fee of ₹25,000 (plus applicable GST) is required to be earmarked from within the awarded ELEVATE Grant for comprehensive support services provided by the assigned K-tech Innovation Hub or Centre of Excellence.
• This fee covers:

– Allocation of ₹15,000 provides startups with access to expert mentorship and strategic networks, helping them build a powerful go-to-market strategy and accelerate growth.

– Allocation of ₹10,000 for administrative services, including the verification of project documents, review of milestones, and processing the recommendation for second grant payment.
