The primary objective of the project is to accelerate disability inclusion and promote reasonable accommodation in public services including access to justice and legal aid services.
The project has two main deliverables:
Establish a network of community volunteers/leaders to support vulnerable groups in the community to advocate for rights based and inclusion approaches in the community.
Under this objective the CSO will train 12 outreach workers as community volunteers and advocates to create awareness in the community and promote rights-based, and inclusions approaches in community development including decision making processes. The outreach workers will be trained as community leaders and will serve as the voices for the vulnerable groups promoting better access to public services including legal aid services with a clear high-quality TOR. Ultimately, this initiative will contribute to a more just, inclusive, and equitable society where all individuals, regardless of their circumstances, can access justice and actively participate in community development.
Promote Disability Equality and Reasonable Accommodation in Dagana to enhance inclusive public service delivery.
This activity is part of the project, Future Smart: transforming the public sector for improved service delivery through accelerating disability inclusion in the public service. The project will select a public building that will be audited for retrofitting to ensure that the infrastructure is made accessible to persons with diverse disabilities in consultation with the communities of Dagana. The modifications should ensure alignment to Bhutan’s National Accessibility Standards, including ramps, widened doorways, handrails, tactile surfaces, and updated signage with Braille and high-contrast visuals.
The modifications will include restrooms, and other essential facilities ramps, signage, drainages, foot paths and designated parking.
Additionally, the building will incorporate inclusive disaster management features such as visual and auditory alert systems, and tailored emergency response protocols. This initiative aims to create a model of inclusive accessibility and disaster preparedness, enhancing daily access and safety for persons with disabilities while promoting a more resilient community.

Budget ceiling: The total budget for this contract is USD 95,000 for three years ($ 55,000 for Year 1; $ 25,000 for Year 2; $ 15,000 for Year 3). The proposed budget from CSO should be divided into the following breakdown:
USD 60,000 for three years for establishment of a network of community volunteers/leaders to support vulnerable groups in the community to advocate for rights based and inclusion approaches in the community.
USD 35,000 for Promoting Disability Equality and Reasonable Accommodation in Dagana.

The Project will be implemented in six districts Thimphu, Wangduephodrang, Dagana, Mongar, Trashigang and Samtse.
Eligibility Criteria (Apply for Grants by UNDP Disability Inclusion in Justices Sector 2025 for Bhutan)
The CSO must have the following minimum eligibility and qualification criteria:
Legally registered as a civil society organization, non-governmental, non-profit, non-political organization in Bhutan; valid registration with Civil Society Organization Authority (CSOA) and updated Tax Certification with TPN and VAT Registration.
Expertise and Experience (Grants by UNDP Disability Inclusion in Justices Sector 2025 for Bhutan)
- minimum of 10 years of overall experience in the development sector with donor funded project and at least two assignments or projects for persons with disabilities.
- good geographical presence at the regional level in Bhutan and a wide range of geographical coverage will get priority.
- capacity and experience in project, procurement, and financial management to comply with the financial, procurement, and programmatic reporting requirements of RGoB and UNDP.
- Executive Director of CSO and designated Focal Person/Programme Manager in connection with managing the proposed project must have a minimum of 10 years of experience in community outreach, community development and disability inclusion.
