Call For Proposals: Ecosystem Profile Update for Madagascar and Indian Ocean Biodiversity Hotspot 2026, CEPF is seeking one or more organizations to update the ecosystem profile for the Madagascar and Indian Ocean Islands Biodiversity Hotspot, with a focus on identifying and prioritizing Ecosystem-based Adaptation (EbA) actions that can be implemented by civil society organizations.

Focus of the Profile (Call For Proposals: Ecosystem Profile Update for Madagascar and Indian Ocean Biodiversity Hotspot 2026)
The ecosystem profile will cover all four countries within the Madagascar and Indian Ocean Islands hotspot and will include the terrestrial, freshwater, and marine environments. Particular attention should be given to conservation and climate change challenges affecting land, freshwater systems, coastal zones, and marine areas (for this exercise, “coastal and marine” refers to waters up to 6 meters deep, as well as any deeper areas contained within them).
Because time, resources, data availability, and logistical constraints may vary, it may not be possible to explore every topic with the same depth across all countries or to engage stakeholders equally in each location. Given that opportunities for civil society participation in biodiversity conservation and climate resilience differ across countries, CEPF encourages applicants to propose country-specific strategies that may combine in-person consultations, virtual discussions, remote engagement, and desk-based research.
Although the profile will assess the political and ecological context of the hotspot as a whole, this does not predetermine the final investment priorities, grant allocations, or ultimate outcomes.
Applicants should clearly explain in their proposals how they plan to engage stakeholders in each country and the level of consultation expected.
Eligibility and Exclusions (Call For Proposals: Ecosystem Profile Update for Madagascar and Indian Ocean Biodiversity Hotspot 2026)
CEPF invites proposals from qualified organizations, including NGOs, universities, and private consulting firms. Government-owned institutions may apply only if they can demonstrate that they (i) operate independently from government control, (ii) have the legal authority to receive private funding, and (iii) cannot claim sovereign immunity.
Organizations may submit proposals individually or as part of a consortium. If applying as a consortium, one organization must be designated as the lead applicant, responsible for submitting the full proposal and, if selected, managing implementation, reporting, fund management, and coordination among partners.
Organizations (including consortium members) involved in developing the ecosystem profile will still be eligible to apply for grants during the investment phase that follows.
