Commission for Behavioral Health Invites Applications for Grant Opportunity 2026 for Innovation Partnership Fund, The Commission for Behavioral Health (CBH) has officially launched the Innovation Partnership Fund (IPF) Request for Applications (RFA), kicking off the first phase of a major multi-year funding initiative. Backed by the Behavioral Health Services Act (BHSA), this program will distribute up to $20 million in grants during its initial year to support bold, equity-driven innovations within California’s public behavioral health system.
The IPF is designed to transform the delivery, experience, and long-term sustainability of mental health and substance use disorder services across the state. A key priority is strengthening county behavioral health departments and ensuring that funded solutions address real, on-the-ground challenges. The RFA has been carefully shaped through extensive input from communities and system partners, ensuring it reflects the diverse needs of Californians.
This initiative has been developed in collaboration with major state agencies, including the California Health & Human Services Agency, the California Department of Health Care Services, the California Department of Public Health, and the California Department of Health Care Access and Information.
Significant contributions also came from the Commission’s Program Advisory Committee, led by Chair Gary Tsai and Vice Chair Mara Madrigal-Weiss. Their efforts were further supported by the Client, Family, and Community Inclusion, Lived Experience, and Diversity Advisory Committee, under the leadership of Chair Rayshell Chambers and Vice Chair Mayra Alvarez, ensuring that diverse perspectives and lived experiences are embedded in the program’s design.

The first round of the Innovation Partnership Fund (IPF) introduces two funding tracks, each tailored to different types of applicants and project scales:
Category 1 – Small Grants (Under $500,000)
At least eight grants will be awarded under this category, with a combined funding pool of $4 million. Eligibility is limited to community-based organizations, nonprofit groups, and tribal entities.
Category 2 – Large Grants ($500,000 to $5 million)
A minimum of three grants will be distributed in this category, supported by a total allocation of $16 million. This track is open to a broad range of applicants, including public, private, and nonprofit organizations.
All funded projects will run for approximately 30 months, with contracts expected to begin no earlier than July 1, 2026. Applicants are allowed to apply for one or both categories; however, each project must be submitted through a separate application.

To qualify for funding, proposals must:
- Demonstrate innovation by introducing new or expanded culturally responsive models, practical community-driven approaches, or solutions ready for real-world implementation that move beyond existing systems
- Focus on BHSA Priority Populations, particularly underserved, low-income groups and communities facing behavioral health disparities
- Support county behavioral health programs, whether through direct service delivery or indirect impact
- Incorporate key cross-cutting priorities such as equity, financial sustainability, inclusion of lived experience and community leadership, alignment with statewide transformation goals, and a strong emphasis on adaptability and continuous quality improvement integration
