This programme is designed to nurture active citizenship and promote inclusive, equitable, and sustainable development rooted in shared values. It seeks to equip CSOs with the capacity to shape development agendas and outcomes within local communities meaningfully.

A key focus of this call is enhancing CSOs’ skills to lead participatory planning and development efforts. Selected organisations are expected to facilitate multi-stakeholder policy dialogues that bring together local communities, public authorities, and private sector actors. The initiative further emphasizes empowering CSOs and communities to actively support a just transition—fostering sustainable economic growth, reinforcing transparency, and ensuring accountability.

The grant programme also aligns with the EU’s Global Gateway strategy, aiming to boost CSO involvement in environmental protection, CO₂ emissions reduction, and green transition initiatives. This includes promoting public awareness, encouraging community engagement, and influencing policy-making and execution.

Preference will be given to proposals that build public understanding of the Global Gateway Investment Package, particularly its role in transforming sectors such as energy, transport, digitalisation, and pharmaceuticals. Projects promoting green economic alternatives for communities reliant on non-sustainable resources are strongly encouraged. Further priority areas include youth and women’s entrepreneurship, climate change awareness, biodiversity conservation, citizen engagement, and digital innovation.

A total budget of EUR 3.625 million has been earmarked for this call, with grant amounts per project set between EUR 500,000 and EUR 1,000,000. It’s important to note that the European Commission retains the discretion to award less than the full allocated amount.

General Funding Guidelines (European Commission Grant Opportunity 2025 for Cedar Civil Society Capacity Enhancement Dialogue and Recovery in South Africa)

Certain types of actions and costs are strictly excluded from funding under this programme. Projects solely focused on individual sponsorships or scholarships, those that might infringe upon human rights or environmental standards, or initiatives advancing political or religious objectives will not be considered. Similarly, proposals primarily centered on purchasing equipment are ineligible.

From a financial perspective, costs that fall outside the contractual terms will not be accepted. This includes debt repayments, previously covered expenses, land or property acquisitions, in-kind contributions (apart from volunteer work), and any form of financial reward or bonus.

To qualify for this grant, the lead applicant must be a legally recognized non-profit organisation—such as an NGO, local authority, or public sector entity—registered in South Africa, an EU Member State, or another eligible country. If the lead applicant is not established in South Africa, they must partner with at least one co-applicant from South Africa. Furthermore, the lead applicant must play an active role in implementing and managing the proposed project.

Co-applicants must contribute to both the project’s planning and its delivery, adhering to the same eligibility standards as the lead applicant. Once selected, they are regarded as official co-beneficiaries of the grant.

It’s important to note that affiliated entities such as subcontractors, financial recipients of the applicant, collaborators engaged solely through memoranda of understanding, or those participating under a consortium agreement do not qualify as co-applicants or affiliated partners under this call.
