This visionary effort unites the Foreign, Commonwealth and Development Office and the Department for Energy Security and Net Zero in a shared quest to combat climate change. With a staggering £11.6 billion investment over five years, the UK is cementing its commitment to a sustainable future.

Through UK PACT, the UK is joining forces with key nations to accelerate their transition to low-carbon development. By sharing expertise and resources, this powerful partnership is overcoming barriers to clean growth and driving meaningful emissions reduction. From Brazil to India, and South Africa to Indonesia, UK PACT’s global reach is fostering a collaborative approach to climate action.

Overview of the Grant India-UK Pact Grant

India is experiencing rapid urbanisation, with the urban population projected to double by 2050 compared to 2014 levels. At the same time, a significant gap remains in the infrastructure needed to accommodate this growth. Around 70% of the required urban infrastructure for 2030 has yet to be built. By 2030, urban regions are expected to generate approximately 75% of India’s GDP, making cities central to the nation’s economic future. However, urban areas also face considerable challenges, particularly regarding their vulnerability to climate change impacts.

Currently, urban India is responsible for about 44% of the country’s greenhouse gas (GHG) emissions, with the transport sector contributing roughly 13% of energy-related emissions. As cities continue to expand, the demand for transport and related infrastructure will rise, potentially leading to an increase in GHG emissions from the sector by 4-6% annually. In Tier-2 cities, road transport remains heavily reliant on fossil fuels, exacerbating air pollution and complicating efforts to develop sustainable urban mobility.

The challenge is particularly pressing in Tier-2 cities, which are growing rapidly but often lack integrated urban planning that accounts for climate risks and resilience. These cities present significant opportunities for sustainable development and emissions reduction, which both the Government of India (GoI) and the State Government of Tamil Nadu have recognised. In particular, sustainable urbanisation has been identified as one of the seven key pathways to achieving India’s Net-Zero target by 2070.

In partnership with key stakeholders—including government agencies, development partners, and civil society—Tier-2 cities with strong potential for integrating climate considerations into urban planning and mobility have been identified for targeted support. The UK PACT programme, through its thematic focus on urban planning and mobility, aims to foster systemic changes that incorporate climate mitigation strategies into long-term urban planning. By leveraging data-driven decision-making, particularly in the mobility sector, and creating a supportive environment for climate finance, the programme seeks to accelerate these cities’ sustainable development trajectories.

Tamil Nadu, following consultations with the Ministry of Housing and Urban Affairs (MoHUA), has been selected as one of the two states for direct support under this initiative. Within Tamil Nadu, the cities of Erode and Thoothukudi have been chosen for focused interventions in urban planning and mobility. These cities are aligned with the broader state vision of becoming hubs of sustainable economic growth while enhancing human well-being.

Both Erode and Thoothukudi are already implementing various climate-friendly initiatives, and the proposed support aims to strengthen these efforts. The focus will be on integrating climate considerations into urban planning and mobility, promoting low-carbon solutions, and ensuring the cities’ development is resilient to climate impacts. The initiative will also aim to improve public health and environmental quality, particularly for women and vulnerable populations.

The UK PACT programme seeks to fill key gaps in the following areas:

1. Climate-Integrated Urban Planning and Governance: By embedding climate considerations into urban planning, governance, and delivery systems, the cities will ensure their long-term development is both climate-resilient and sustainable.
2. Data-Driven Decision Making for Urban Mobility: The programme will support the development of a climate-integrated data framework to guide urban planning and mobility decisions, leveraging existing infrastructure like integrated command and control centres to improve city-level outcomes.
3. Access to Accelerated Climate Finance: The initiative will assist Erode and Thoothukudi in strengthening their financial planning and budgeting processes, enabling the cities to access climate finance for scaling up low-carbon, environmentally friendly solutions.

We invite proposals for grant funding that align with government strategies and policies, with a focus on urban mobility and climate-integrated urban planning. Projects should contribute to reducing GHG emissions, improving urban liveability, and enhancing resilience to climate change. A particular emphasis will be placed on projects that improve accessibility for women and vulnerable groups, while also creating broader benefits for the public.

Through this initiative, the UK PACT programme aims to set a model for other cities in India and beyond, demonstrating how urban areas can integrate climate resilience and sustainable growth into their development plans, creating a more liveable and equitable future for all residents.

Eligibility Criteria for the Grant India-UK Pact Grant

• We are seeking a consortium with the necessary expertise, knowledge, and experience to deliver impactful results. This may include think tanks, consultancies, NGOs, research institutes, or similar organisations. International organisations with complementary skills and experience are also encouraged to apply.
• Both profit and non-profit organisations are eligible to participate, though all projects must be carried out on a not-for-profit basis. The consortium lead can be either a for-profit or a non-profit entity.
• Importantly, every consortium must include at least one local partner. While the local partner does not need to be the lead, they must have a strong presence in the project’s geographical area. The local partner should possess a deep understanding of the local context, existing relationships with key stakeholders, and the ability to gather information as needed to achieve the proposed objectives and outcomes.

Please note that public entities, government agencies, and/or government departments (including sub-national governments) are not eligible to apply, either as the lead organisation or as a partner in the consortium.
