Kashtakari Panchayat (KP) is a Pune-based public charitable trust working to advance the rights, recognition, and welfare of waste pickers and informal waste workers. KP provides financial, legal, technical, and administrative support to waste pickers and waste picker-led collectives and enterprises, enabling them to access formal systems, build sustainable livelihoods, and influence public policy.

  • Livelihoods development in dry waste collection, recycling, wet waste management, reuse and more.
  • Social welfare facilitation including support for health and education, emergency support, and last-mile access to government entitlements.
  • Training and capacity building for waste pickers and waste picker leaders.
  • Innovation to improve working conditions, create new livelihoods, incubate enterprises and explore new avenues of waste management and waste work.
  • Policy engagement with local, state and national public institutions
  • Research, documentation, and advocacy to inform practice and influence discourse around waste, waste pickers, informal workers, waste management and environmental sustainability.
  • KP’s institutional ethos is shaped by a commitment to feminist, anti-caste, and participatory approaches, with an emphasis on collective decision-making and accountability to waste picker communities. Locally, we work closely with organizations such as Kagad Kach Patra Kashtakari Panchayat (KKPKP), SWaCH, and SWaCH Plus, which collectively represent over 8,000 waste pickers and their families, the majority of whom are women from historically marginalized communities. We operate across scales — from local organizing, to pilot innovations, to at-scale program implementation to policy formulation and strategic partnerships — bridging the gap between grassroots realities and institutional structures.
  • As KP enters a new phase of growth and consolidation, we seek a visionary and grounded Executive Director to provide strategic leadership and deepen our impact on waste pickers, and society at large.

Executive Director – Roles and Responsibilities (Executive Director NGO Job in Pune Maharashtra Apply by 16 June 2025)

 

The Executive Director (ED) of Kashtakari Panchayat will serve as the chief executive of the Trust, responsible for advancing its mission, stewarding partnerships, and ensuring effective implementation across programmatic, administrative, and strategic areas. The ED will work closely with the Board of Trustees, waste picker collectives, staff teams, and external partners towards our vision.

This is a full-time position based in Pune, with regular field engagement across the city and surrounding areas.

Key responsibilities include:

Strategic Leadership

  • Provide vision and direction across KP’s focus areas: livelihoods, welfare, policy, research, and enterprise.
  • Identify emerging areas of work and shape KP’s vision in response to evolving socio-political and environmental contexts, in collaboration with the Board and the waste picker community.
  • Work closely with the local waste picker community, waste picker collectives and the board to determine select intervention areas and to evaluate ongoing programs and bring learnings back to the organisation.

Resource Mobilisation

  • Lead fundraising efforts with domestic and international funders.
  • Maintain long term relationships with institutional and individual funders that are aligned with KP’s vision and mission.
  • Lead grant management, proposal development, and timely donor reporting.

Program Implementation

  • Design programs and interventions directly or in collaboration with implementation leads.
  • Ensure that programs are delivered successfully against the expected outcomes by waste pickers and funders.
  • Guide and monitor program teams to deliver efficient and effective programs, regularly tracking progress, processes and impacts.
  • Ensure regular reporting to funders, waste pickers, and program partners.
  • Conduct regular reviews of program outcomes and learnings, and use field insights to strengthen the organisation.

Financial Management

  • Ensure sound financial planning, monitoring, and reporting for the trust and its individual initiatives.
  • Oversee day-to-day approvals, ensuring expenditures align with available funds and approved budgets.
  • Ensure full statutory compliance (including under the Trusts Act, FCRA, income tax, and labour laws).
  • Seek counsel from financial and legal advisors, as necessary.
  • Ensuring financial health and long-term stability of the organisation.

Organizational Management

  • Develop internal policies and systems and oversee them to ensure efficiency, clarity, and responsiveness.
  • Oversee the recruitment, training and development of staff in alignment with the organisation’s needs.
  • Oversee the human resources, accounting, administration, data and other central functions to ensure smooth operations for all programs.
  • Representation and Stakeholder Engagement
  • Serve as the public representative of KP in civic, policy, academic, and media spaces.
  • Maintain a close and collaborative working relationship with local waste picker collectives in Pune.
  • Maintain strong working relationships with waste picker, worker, environmental, civic and social justice networks.
  • Build strategic collaborations with academic institutions, civil society, private sector actors and government bodies for various programs.
  • Represent KP to funders, auditors and serve as the legal representative in official matters.

Governance and Accountability

  • Report to and work in close coordination with the Board of Trustees.
  • Ensure that KP’s work remains aligned with its founding values — feminist, anti-caste, and participatory — and accountable to the communities it serves, and to the objectives of the trust.
  • Ideal Candidate Profile
  • We are looking for a committed and experienced leader who is excited to work at the intersection of social welfare, urban livelihoods, climate justice, and systems change.
  • Minimum 8 years of experience in the development, rights-based, or allied sectors, with at least 2 years in a senior leadership role
  • Strong understanding of organizational governance, program design, team leadership, and financial management
  • Familiarity with legal and accounting compliance frameworks relevant to charitable trusts, including FCRA and CSR funding
  • Past experience with resource mobilization and donor engagement (national and international)
  • Strong data analysis and interpretation skills to enable monitoring and support strategic decision-making
  • Ability to understand, suggest, draft, and implement Standard Operating Procedures (SOPs) as required across departments.
  • Deep alignment with KP’s values, and ability to work across caste, class, and gender dynamics with humility and clarity
  • Experience in engaging with both grassroots communities and institutional actors (e.g., municipal systems, funders, partner organisations, networks)
  • Excellent oral and written communication skills with proficiency in English and working knowledge of Marathi
