Fairtrade Network of Asia and Pacific Producers (Fairtrade NAPP) is a Network of Fairtrade certified Producers in Asia Pacific region registered in Singapore as a nonprofit entity. As part of the global organization Fairtrade International, NAPP is committees to securing a better deal for farmers and workers. Currently, NAPP supports over 260,000 farmers and workers across 284 Producer Organizations in 20 countries. The project, referred to as the ‘Assam Approach’, is a collaborative effort between NAPP Commercial Ventures Pte. Ltd. and Fairtrade Foundation UK. This extensive, evidence-based program is planned to run till 2027.
Fairtrade NAPP is seeking to onboard a Consultant – Assistant Program Manager for this initiative in Assam, India. The position is a consultancy role, beginning in September 2025. The initial contract will be for a period of one year, with the possibility of extension based on performance.
Overview of the Social Compliance program/ Assam Approach
Fairtrade NAPP is committed to supporting producer organizations to meet Fairtrade standards, enhance their capacities, and contribute to sustainable development. This two-year program is designed to drive positive behavioral change within three estates of a plantation company by promoting key principles of human rights, gender equality, and fair labor practices. The program is inclusive, involving management, permanent workers, and temporary workers in a structured, four stage process: Identification, Prevention, Remediation, and Monitoring.
The program focuses on the following key initiatives, each supported by specific training and activities:
To empower workers and increase awareness of human rights and Fairtrade principles, the program provides general training for both workers and management. Topics covered include forced labour, occupational health and safety, freedom of association, women’s rights, and child protection, amongst others. This training is conducted through a Training of Trainers (ToT) model where sessions on each topic are cascaded to every estate.
To promote gender equality, the program conducts ToT participative workshops at each estate. These sessions address a wide range of topics, such as gender-sensitive budgeting, women’s leadership, and relevant Indian legislation. The program also trains Protection Committees on their roles and their connections to government bodies, and it seeks support from trade unions to help carry out these functions.
To promote worker unionization, the company plans and executes visual campaigns and participatory workshops, such as wall paintings, to raise awareness about worker associations and collectivization. It also provides capacity-building training on the principles of collective bargaining.
To create a clear Standard Operating Procedure (SOP) for worker benefits and conditions for the plantation company. The SOP includes a due diligence protocol to identify and mitigate issues, a focus on increasing collective responsibility, and the establishment of monitoring mechanisms.
Monitoring is a crucial pillar of this program that ensures its long-term success.
Scope of Work

The Consultant – Assistant Program Manager will be responsible for the day-to-day execution and successful delivery of the “Assam Approach” social compliance program. The scope of work includes:
- Program Execution and Management
Assist in the overall planning, coordination, and implementation of all project activities in the designated tea plantations.
Ensure the program is inclusive and participatory, actively involving management, permanent workers, and temporary workers.
Serve as the primary on-site representative for Fairtrade NAPP, facilitating communication and collaboration between all stakeholders, including the Fairtrade Foundation UK and the plantation company.
- Training and Capacity Building
Facilitate and oversee the Training of Trainers (ToT) model for all program initiatives.
Ensure the successful cascading of training sessions on topics such as:
Human rights and Fairtrade principles (e.g., forced labour, occupational health and safety, labour conditions, women’s rights, child protection, and freedom of association).
Gender equality (e.g., gender-sensitive budgeting, women’s leadership, and relevant Indian legislation).
Assist in conducting participatory workshops, including those focused on visual campaigns and wall paintings to promote worker unionization and collective bargaining.
Support training for Protection Committees on their roles and connections to government bodies.
- Remediation and Monitoring
Building capacities for Standards based reporting on digital tool and doing basic analysis on reporting done by PO and other standard based reporting.
Aid in the development and implementation of a Standard Operating Procedure (SOP) for worker benefits and conditions.
Support the establishment of a due diligence protocol to identify and mitigate social compliance issues.
Assist in creating and implementing monitoring mechanisms to track the effectiveness of all interventions.
Monitor progress of the activities as per the Program Key Performance Indicators (KPIs) to verify that the program is achieving its goals and creating lasting change.
Deliverables

The Consultant – Assistant Program Manager will be responsible for submitting the following deliverables:
- Program Implementation and Progress Reports
Quarterly Program Review: Comprehensive reports submitted quarterly, summarizing progress against the project work plan and key performance indicators (KPIs) for each initiative (worker empowerment, gender equality, and unionization).
Mid-Term Review Report: A detailed report at the midway point of the program, assessing overall progress, effectiveness of interventions, and providing recommendations for the remaining period.
Year-end Project Report: A comprehensive report at the conclusion of the program after Year-1, summarizing all activities, outcomes, lessons learned, and providing recommendations for future sustainability.
- Training and Capacity Building Materials
Training of Trainers (ToT) Materials: Co-developed or adapted training modules and presentations for all program topics, including human rights, gender equality, and collective bargaining.
Workshop Documentation: Detailed records of all participatory workshops, including attendance logs, session feedback, and photo documentation.
Visual Campaign Content: Documentation of all visual materials, such as wall paintings and posters, used in awareness campaigns.
- Remediation and Monitoring Documentation
Standard Operating Procedure (SOP) Document: A finalized, detailed SOP for worker benefits and conditions at the tea plantations.
Monitoring Plan: A comprehensive monitoring plan outlining all activities, their corresponding timelines, and specific KPIs to track the program’s impact.
Monitoring Data: Regular collection and submission of data related to the program’s KPIs.
Reporting and Location
Reporting: The Consultant will report directly to Social Compliance and Risk Manager, Fairtrade NAPP and provide regular progress updates.
Location: The position is based on-site in the tea plantations of Udalguri (02) and Sonitpur (01) districts, Assam, India.
Eligibility

Fairtrade NAPP is seeking a highly qualified and experienced individual consultant. Candidates must meet the following minimum criteria:
- Educational Background: A Master’s degree or equivalent in Social Work, Social Sciences, Human Rights, Labour Studies, Development Studies, Rural Development or a related field from a recognized university.
- Professional Experience:
Minimum of 5 years of progressive professional experience in managing or assisting with the implementation of development projects, especially those focused on social compliance, human rights, or labor issues.
Strong experience at the grassroots level, specifically in a rural or plantation setting, is crucial.
Direct experience in designing, conducting, and facilitating training sessions and participatory workshops for diverse groups, including workers and management.
A history of successfully working with and coordinating various stakeholders, such as local communities, government bodies, NGOs, and trade unions.
- Knowledge and Skills:
A good understanding of social compliance and Fairtrade standards.
Familiarity with the social, cultural, and labour context of the Assam tea plantation sector.
Knowledge of relevant Indian labour laws and legislation related to women’s rights and child protection.
Excellent written and verbal communication skills in English are a must. Proficiency in the local language(s) of Assam would be highly beneficial.
Strong organizational skills and the ability to manage multiple tasks, meet strict deadlines, manage time efficiently and handle project documentation.
The ability to work collaboratively and effectively with a wide range of individuals, from workers and union members to company management.
Demonstrated commitment to ethical practices, data confidentiality, and respect for human rights.
- Personal Attributes:
The role requires a candidate who is a dynamic, results-oriented development professional with strong motivation to create positive change at the grassroots level.
Duration of Project: One Year, extendable based on performance. Initial 3 months will be probation.
