The Implementation of Energy Plan – IEP is a bilateral cooperation project carried out by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). In India the program is implemented in partnership with the Indian Ministry of New and Renewable Energy (MNRE). The IEP project is currently scheduled to be implemented over a period of three years (April 2024 – March 2027).

Broadly, 4 key outputs are planned under the IEP project, as below:

Output 1: Assisting federal authorities in translating their energy plans into concrete strategies for targeted RE implementation.

Output 2: Providing target group specific RE training to Indian government officials.

Output 3: Assisting Government institutions, responsible for promoting RE, for improving policies, regulations and programs.

Output 4: Assisting political decision-makers and government officials in designing and implementing innovative approaches for gender-responsive RE promotion.

Under IGEN Access-II program, GIZ India has assisted six states (namely, West Bengal, Assam, Odisha, Goa, Uttarakhand and Punjab) in developing their State Energy Plan. Partner states have expressed their willingness to advance their initiatives based on recommendations as prescribed under state energy plan. This formed the basis for technical cooperation for Implementation of Energy Plans.

Supporting IEP team in implementing technical cooperation related activities in partnership with MNRE, partner states and other key actors.

Contract and delivery management to achieve desired outcome and impact in a timely manner.

Designing, developing and disseminating communication/knowledge products.

Understanding and fulfilling other institutional mandates as/if needed to build/support inter project and/or inter cluster co-operation/co-ordination.

Implementing Technical Cooperation Related Activities:

Support the conceptualization and design of new technical cooperation initiatives that support India’s energy transition goals. Align project components with national and state priorities and ensure coherence with GIZ’s broader portfolio on sustainable energy. Support in developing innovative pilot projects, knowledge products, and implementation strategies grounded in international best practices and local context. Collaborate with subject-matter experts, research institutions, and think tanks to ensure technical robustness and stakeholder relevance.

Project and Contract Management:

Support to conceptualize, plan, coordinate, and supervise the implementation of project activities in alignment with GIZ’s operational procedures and results framework. Support in manage contracts for external consultants, vendors, and service providers – including preparation of ToRs, selection processes, quality assurance, and performance tracking. Coordinate across internal GIZ teams and partner institutions to ensure synergies, avoid overlaps, and maintain accountability for deliverables. Document project progress, prepare technical and financial reports, and contribute to internal reviews and audits.

Stakeholder Engagement and Advisory:

Support to establish and sustain effective working relationships with senior bureaucrats, regulatory authorities and other government and non-government actors. Represent the project/GIZ in technical discussions, working groups, and policy forums, communicating complex information in a clear and strategic manner. Organize and moderate high-level workshops, bilateral consultations, and capacity development sessions to support knowledge exchange and consensus building. Act as an advisor to government counterparts on project-linked renewable energy initiatives and reform processes.

Secondary Research and Analysis:

Support to monitor and assess the evolving market ecosystem and policy/regulatory landscape of energy, renewable energy and energy efficiency sector at national and sub-national levels. Identify gaps, opportunities, and barriers in the implementation of energy plans, recommending policy interventions and technical strategies. Prepare policy briefs, analytical reports, and technical notes to support evidence-based decision-making and policy dialogue. Track developments in cross-sectoral policy areas such as electricity markets, energy storage, grid integration, and climate financing.

Coordination, Co-operation and Synergy:

Establish and maintain effective working relationships with GIZ professionals, network partners and sector experts to identify scope of co-operation, co-ordination and knowledge exchange in a resource efficient/effective manner. Design project/GIZ level technical discussions, knowledge exchange process necessary to support internal/external cooperation and synergy.

Other duties/additional tasks, if any:

Contribute to the preparation of internal and external communication materials, including newsletters, presentations, success stories, and case studies.

Support the development and review of training modules, policy toolkits, and capacity-building materials for government officials and stakeholders.

Perform any other related duties assigned by the Project Lead or GIZ Country Office to meet GIZ’s larger objectives and evolving priorities.

  1. Required Qualifications, Experience and Competencies

  • Master’s degree in Science or Engineering (preferred) or energy/environment management or social science.
  • Ability to understand process complex policy, technical, and market data and derive actionable insights.
  • Capable of defining indicators, collecting data, and evaluating the effectiveness of project interventions.
  • Minimum 3 years of execution experience in the development sector. Experience/exposure to (renewable) energy sector will be preferred.
  • Proven experience on quality communication, knowledge management.
