Job Description

The State Project Coordinator – Livelihoods will be responsible for overall planning, coordination, implementation, and monitoring of livelihood promotion interventions undertaken by BLKS across Jharkhand. The role will ensure convergence with government programs, donor requirements, and community needs to enhance sustainable income opportunities for rural households, particularly women and marginalized groups.

- Provide strategic direction and technical guidance for livelihood projects in Jharkhand.
- Develop models for sustainable agriculture, non-farm, and off-farm livelihoods.
- Strengthen producer groups, SHGs, and community-based organizations.
- Liaise with state-level government departments, donors, and stakeholders.
- Ensure project deliverables are achieved within time, scope, and budget.

Key Responsibilities

- Program Planning & Implementation
o Prepare annual/quarterly work plans and budgets for livelihood projects.
o Ensure timely execution of field activities through district/block teams.
o Facilitate convergence with government schemes (MGNREGA, NABARD, NRLM, Agriculture Department etc.).
o Develop thematic projects, prepare the design-for-action, and facilitate the roll-out.
- Capacity Building & Technical Support
o Design and conduct training modules for staff, community, producer groups, and community institutions.
o Provide technical support in agriculture, livestock, micro-enterprise development, and value chain promotion.
- Monitoring, Evaluation & Reporting
o Develop and maintain robust MIS systems for progress tracking.
o Conduct regular field visits for quality assurance and impact assessment.
o Prepare monthly, quarterly, and annual reports for management and donors.
- Stakeholder Engagement
o Build partnerships with government, donors, financial institutions, and technical agencies.
o Represent BLKS at state-level forums, workshops, and review meetings.
- Resource Mobilization & Innovation
o Identify new funding opportunities and support proposal writing.
o Promote innovative livelihood models and scale-up best practices.
- Eligibility
- Education: Postgraduate degree/diploma in Rural Management, Social Work, Agriculture, Development Studies, or related fields from a recognized institution.
- Experience:
o Minimum 7–10 years of experience in the development sector, with at least 5 years in livelihood promotion (agriculture, non-farm/off-farm enterprises, producer collectives).
o Experience in leading large-scale livelihood projects at state/district levels.
- Skills:
o Strong knowledge of rural livelihoods, producer group strengthening, value chain development.
o Excellent leadership, team management, and interpersonal skills.
o Good communication skills in English and Hindi.
o Proficiency in MS Office, MIS, and report writing.
- Other Terms
- Contract Tenure: Initially for one year (renewable based on performance and project funding).
- Remuneration: Commensurate with qualifications and experience, as per BLKS norms.
- Travel: Extensive field travel within Jharkhand. TA/DA admissible as per organizational policy.
- Ethics & Safeguarding: Candidate must adhere to BLKS’s child protection, gender equality, and anti-harassment policies.
