TERMS OF REFERENCE (TOR)

BACKGROUND:

The position is hired by Inductus for Children International (CI) project. The role is part of the project management unit (Project Management Unit). CI in India executes its project through seven local implementing partners (IP). This role aims to provide support CI funded Implementing Partners in Delhi and Kolkata.

ABOUT THE ROLE:

The primary responsibility of the Youth Workforce Development Specialist is to support the Director India Operations in effectively integrating the donor CI’s 19-24-Year-Old Program Strategy under “Child Path Model” through locally funded implementing partners (IPs) in India. Supports the Director of India Operations to advance CI’s youth workforce development strategy execution in the operational areas. The role will collaborate with the Director of India Operations to plan and execute youth workforce development frameworks, and guidelines to maintain strong, functional relationships with partner organizations.

This position is responsible for providing support and capacity building to local partners, track and monitor progress of program implementation and enable quality assurance of projects implemented by these partners. The position focuses on fostering effective collaboration between CI’s implementing partners and key workforce development (WFD) stakeholders – including skill development training providers (TPs), foundational skills organizations, and government entities— to enable initiatives that are both responsive to local contexts while aligned with global Children International program priorities. Additionally, the role will monitor the performance of projects as they achieve results through operational excellence, collaboration, and adherence to CI’s policies, including child safeguarding. The role also requires maintaining and leveraging stakeholder relations, enabling effective communication workflows, and promoting accountability and continuous improvement.

KEY RESPONSIBILITIES for Youth Workforce Development Specialist NGO Job in Kolkata West Bengal Apply By 15 January 2026

 

  • Champions alignment and execution of CI Implementing Partner’s youth workforce project strategies with CI’s performance expectations, ensuring progress toward agreed program indicators.
  • Supports capacity development by assessing Implementing Partner (IP) strengths and co-creating tailored plans; provides technical guidance to enhance quality, accountability, and integration of foundational skills (e.g., communicative English, basic digital literacy) within workforce development initiatives.
  • Collaborate with IP´s on the design and planning of youth (18–24) workforce development plans, ensuring compliance with CI standards, outcome indicators, and the effective mobilization of NEET youth through periodic monitoring and performance reviews.
  • Strengthen and maintain partnerships with IPs, Training Partners, government agencies, and Workforce Development ecosystem actors; support the Director Operations – India in advancing strategic partnerships, guide IPs in engaging NSDC-certified providers, promote best-practice sharing, and supporting alumni engagement to improve employment outcomes.
  • Undertakes periodic monitoring and review visit with Partner’s field team to track progress and adherence to established process, standards, and procedures, program impact and outcome indicators.
  • Monitor and ensure consistency, reliability, timeliness, and quality of all gathered information (participation/completion rate etc.) to ensure data integrity.
  • Ensure high-quality program data, documentation, and reporting, including timely submission of monthly, quarterly, and annual reports, impact assessments, reflections, and recommendations to inform program improvement and decision-making.
  • Collaborate closely with the Director of Operations India to identify, mitigate, and manage programmatic and operational risks, ensuring full compliance with policies, including Child Safeguarding, Code of Conduct, and performance expectations.
  • Support innovation and continuous improvement across partner-led programming, including pilots by identifying scalable best practices, and strengthening post-training support to improve job placement and retention.
  • Foster effective internal and external collaboration, enabling strong information flow, cross-stakeholder coordination, shared learning, and adaptation within a dynamic operating environment.
  • Enables seamless information flow, breaks down silos, and stimulates effective collaboration across stakeholders.
  • Review and ensure partners adherence to Child Safeguarding Policy and Protocol and Code of Conduct
KRAS:
  • Conduct quarterly monitoring visits to 100% of partners to ensure implementation quality and performance tracking.
  • Achieve 100% of agreed targets across pilot and non-pilot projects, including curriculum delivery, foundational skills, training completion, job placement, retention, and community engagement.
  • Design and deliver targeted capacity-building support to address partner gaps and improve program performance.
  • Ensure timely submission of all progress and impact reports, in full compliance with CI global reporting standards and timelines.
  • Develop and maintain a pipeline of training partners, identifying at least three new providers per location within the first quarter and tracking their quarterly performance (training delivery, placement, and post-placement support).
  • Facilitate quarterly review and learning forums with stakeholders, documenting insights, priority actions, and at least five success stories or key learnings per quarter.
ORGANIZATIONAL POLICIES
  • Strictly observe confidentiality and strong ethics regarding all beneficiary information/financial and other organizational data.
  • Comply with and ensure adherence to both Inductus and CI’s organization’s policies, safety and security protocols, child safeguarding norms and guidelines by self – and all stakeholders both internal and external.
  • Promote diversity and inclusion, value other cultures, and demonstrate respect while relating with all organizational constituents irrespective of their race, color, faiths, gender, sexual orientation, age, caste, disabilities, experiences, beliefs, and ethnicity.
TRAVEL REQUIREMENT

This role is field based, and the incumbent has to be comfortable and willing to travel locally within India to different field sites often. There may also be requirements to travel internationally from time to time.

EDUCATION, EXPERIENCE AND KEY SKILLS
  • A bachelor’s degree, advanced degree preferred, with a minimum of 3 years of relevant experience ideally targeting youth development interventions.
  • Experience in managing partner relationships and program implementation, preferably in the Youth WFD sector in Kolkata and Delhi.
  • Demonstrated understanding of India’s education and WFD sector, including key stakeholders such as Ministry of Skill Development and Entrepreneurship (MSDE), National Skill Development Corporation (NSDC), and Sector Skill Councils (SSC).
  • Strong interpersonal and negotiation skills, with the ability to manage diverse stakeholders and build effective relationships with IPs, TPs, and other WFD actors.
  • Excellent networking and relationship building skills, proven experience in tactfully building, leveraging and managing partnerships across different stakeholders.
  • Strong analytical skills, with the ability to gather and systematically synthesize complex or diverse information, identify trends, and suggest improvements, innovations.
  • Tech Savy with good computer skills and experience in different learning and communication platforms and MS Office application.
  • Learning mentality characterized by listening, humility, and openness/courage to change.
  • Fluency in English and one other local language (Hindi or Bangla) with strong verbal and written communication and presentation skills.
