Main purpose of Post:

Planning, coordinating, and monitoring all logistics related activities in the project or capital and providing support to medical assistance activities, according to DWBI protocols and standards in order to ensure an optimal running of the project.
Functional and Hierarchical Lines:
The position is hierarchically and functionally answerable to Project Coordinator and Logistics Coordinator respectively.
Responsibilities/Accountabilities:

- Assisting the Project Coordinator or Logistics Coordinator in the definition and follow-up of logistics activities in the project or capital, in conjunction with other medical project managers in order to identify and give a response to the needs of the targeted population. • Ensuring and monitoring the implementation of logistics/technical activities in the project / capital including the following:
- Logistics: (construction, transport of goods and staff, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, communications, installation and maintenance of functional office space(s) and lodging facilities for international staff in adequate living conditions)
- WHS: implementation of water, health, and sanitation activities
- Supply: implementation and maintenance of an appropriate supply chain for the project
- Implementing all administrative related activities linked to logistics (orders, insurances, vehicle contracts, etc.).
- Participating in the planning and implementation, together with the Logistics Coordinator, the Project Coordinator and the HR Coordinator, the HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development
and communication) of the logistics staff in the project / capital in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities.
- Ensuring technical reference for all logistics/technical issues in the project and providing coaching to logistics staff under his/her responsibility. Ensuring all staff in the Project is properly briefed about use of communication tools (handsets, HF/VHF, etc.).
- Defining and monitoring technical aspects of the project risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the project security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring of the application of security rules and reporting to the Project Coordinator any problem that may arise. For this purpose, the Project Logistics Manager will have to create an appropriate environment to facilitate security exchange of information.
- Participating in monthly reports according to guidelines.

Applied Security and Safety, Site Protections :
- Ensure all active and passive security plans are in place in coordination with LogCo and PC/FC.
- Actively involve, contribute, and analyze all security measurements for the project.
- Update SOP site protection, when necessary, in coordination with Log Co and PC/FC.
DWBI Base and Facilities Management :
- Ensure maintenance of all facilities (clinic, office, warehouse and guest house).
Movement, Management of Fleet & Referrals :
- Monitor and manage accurate and efficient primary, secondary, and tertiary referrals.
- Ensure project movements are planned timely and arranged.
- Ensure proper maintained of all DWBI cars according to guideline and DWBI standard.
- Access availability of an ambulance, by checking with the medical team.
- Timely update all the fuel consumption, maintenance, and any other repairs in My Fleet portal.
- Timely renewal of insurance, tax and other necessary documents for all DWBI cars.
- Prepare and update, when necessary, movement SOP, road maps and point of contacts etc.
- Be responsible for regular trainings and technical support for Log Sup, Radio Operator and Drivers.
Electricity and Energy :
- Ensure proper installations of back up and supply system for all DWBI premises according to safety standards.
- Ensure timely monitor and servicing of the DWBI generator.
- Check and monitor regular maintenance of inverter, batteries, and other solar energy system.
Cold Chain Management :
- Ensure proper and continued running of the cold chain system in the project, by monitoring regularly and carrying out maintenance as per given standards.
- Ensure and support, preparation of passive cold chain for the project when needed.
Biomedical Equipment :
- Ensure and monitor regular maintenance of biomed equipment for the project as per biomed referent.
- Support any technical needs for repairing and maintenance of biomed equipment’s for the project.
Construction and Renovation :
- Ensure and monitor all necessary renovation and construction works.
- Provide technical support, planning, idea, BOQ and Drawing etc. when needed.
- Ensure necessary inputs on quotations, validation, progress etc, are done for managing resources properly.
Sitreps and Reports :
- Ensure project logistics reports and information are submitted timely.
- Timely report any security and incident reports to the line mangers.
Strategy and budget :
- Actively participates in defining and reviewing the logistics priorities for the project.
- Monitors the on-time implementation of all logistics related activities.
- Defines budgets for the logistic related activities and monitors bodget follow-up.
Requirements:
Education: • Essential secondary education and technical diploma or technical university degree, preferably as an engineer.
Experience: • Essential at least two years of working experience in logistics related activities. Desirable previous experience with DWBI or other NGOs, and working experience in developing countries.
Languages:
Knowledge:
- Mission language essential; local language desirable.
