The Finance and HR Manager will be responsible for overall financial management, statutory compliance, and human resource administration of Bal Kalyan Sangh. The position ensures sound financial governance, legal compliance, transparent HR systems, and ethical people management in line with organizational policies, donor requirements, and government regulations. The role supports Bal Kalyan Sangh’s long-standing work in child protection, trafficking prevention, child labour elimination, and community empowerment across Jharkhand.

  1. Financial Management and Planning
  • Prepare annual organizational budgets and donor-wise project budgets.
  • Support program teams in proposal budgeting and cost planning.
  • Monitor budget utilization and analyse variances.
  • Manage cash flow and fund allocation across projects.
  1. Accounting and Financial Reporting
  • Maintain accurate books of accounts using accounting software such as Tally
  • Ensure proper classification of income and expenditure project-wise and donor-wise.
  • Conduct monthly bank reconciliation and ledger scrutiny.
  • Prepare monthly, quarterly, and annual financial statements for management, Board, and donors.
  1. Donor and Grant Financial Management
  • Maintain grant-wise financial records and expenditure tracking.
  • Prepare utilization certificates, financial reports, and donor compliance documents.
  • Ensure adherence to donor financial guidelines including CSR, foundations, government grants, and international agencies.
  • Coordinate with program teams for fund release requests and financial documentation.
  1. Legal, Statutory, and Regulatory Compliance

Tax and Financial Compliance

  • Ensure timely filing of income tax returns, audit reports, and statutory forms.
  • Ensure compliance with TDS provisions including deduction, deposit, and return filing.
  • Manage GST registration and returns, where applicable.
  • Ensure compliance with FCRA provisions including annual returns and disclosures, where applicable.

NGO Statutory Compliance

  • Ensure annual filings with Registrar of Societies, Trust authorities, or Section 8 Company authorities as applicable.
  • Coordinate statutory audits and ensure closure of audit observations.
  • Maintain statutory registers and financial records.

Labour and Employment Law Compliance

  • Ensure compliance with Provident Fund, ESI, Gratuity Act, and Minimum Wages Act.
  • Ensure compliance with professional tax and other state-specific labour laws, where applicable.
  1. Human Resource Management
  • HR Administration and Systems
  • Develop and implement HR policies and standard operating procedures.
  • Maintain employee records, contracts, and service files.

Recruitment and Onboarding

  • Coordinate recruitment processes including job descriptions, shortlisting, interviews, and appointment letters.
  • Manage staff onboarding and induction processes.
  • Ensure safeguarding and child protection compliance during recruitment.
  • Payroll and Compensation Management
  • Process monthly payroll accurately and on time.
  • Manage statutory deductions including PF, ESI, TDS, and professional tax.
  • Manage staff advances, reimbursements, and settlements.
  • Ensure payroll compliance with donor norms and organizational policies.
  • Performance Management and Staff Welfare
  • Support implementation of performance appraisal systems.
  • Maintain performance review and increment records.
  • Ensure compliance with the Sexual Harassment of Women at Workplace Act and support the Internal Complaints Committee.
  • Handle staff grievances and disciplinary processes in line with policy.
  1. Internal Controls, Audit, and Risk Management
  • Develop and monitor financial and HR internal control systems.
  • Ensure segregation of duties and approval mechanisms.
  • Coordinate internal and statutory audits related to finance and HR.
  • Ensure timely compliance with audit observations.
  • Maintain fixed asset registers and inventory records.
  1. Team Management and Capacity Building
  • Supervise accounts, HR, and administration staff.
  • Build capacity of program staff on finance and HR policies.
  • Standardize reporting formats and compliance tracking systems.
  • Provide regular financial and HR updates to senior management.

Qualifications and Experience for NGO Job in Ranchi Jharkhand for Finance Manager and Apply By 6 February 2026

  • Chartered Accountant, MBA in Finance, M.Com , or equivalent qualification.
  • Minimum 7 to 10 years of relevant experience, preferably in the non-profit or development sector.
