About the organisation
ASHA NGO (Dearah Association for Social and Humanitarian Action) is a registered non-profit organization dedicated to community development in the Sundarbans region of West Bengal, bordering Bangladesh. Officially registered under the West Bengal Societies Registration Act, the organization is fully compliant with FCRA 2010, holds 12A and 80G tax-exempt status under the Income Tax Act, and is eligible for CSR funding. For years, ASHA NGO has been actively working across the North 24 Parganas district, focusing on critical interventions in preventive healthcare, child protection, gender equity, and emerging socio-economic challenges in underserved border communities.
About the project
Supported by German Doctors e.V., the project titled “Rural Community Empowerment on Health and Related Issues through Awareness, Action, and Improved Access to High-Quality Health Services” is currently operational across 49 hamlets within 5 blocks under the Basirhat Sub-divisional jurisdiction of North 24 Parganas, West Bengal. The initiative drives sustainable community development by raising health awareness, mobilizing local action, and bridging critical gaps in healthcare delivery to ensure underserved rural populations have reliable access to high-quality medical services.
About the Mobile Clinic
ASHA NGO operates mobile health clinics across 49 villages spanning five administrative blocks–Minakhan, Hasnabad, Hingalganj, Sandeshkhali-I, and Basirhat-II–within the Basirhat Health District. These clinics bridge crucial gaps for community members who face severe barriers to accessing government health facilities, such as long geographical distances, poor road infrastructure, lack of transportation, and restricted mobility due to age or illness.
The initiative aims to improve local health outcomes, foster preventive healthcare-seeking behaviours, and protect vulnerable residents from exploitative quacks or faith healers. The mobile clinics are fully equipped to deliver the following comprehensive services:
Medical Consultation & Pharmacy Services
Experienced physicians provide clinical check-ups and dispense essential medications on-site. The mobile pharmacy maintains a robust inventory of critical drugs, including antibiotics, antifungals, antivirals, anthelmintics, and anti-diabetics. It also stocks analgesics, vitamin supplements, gastrointestinal treatments, cardiovascular and COPD medications, thyroid regulators, and medicated topical creams.
Vital Signs & Diagnostic Screening
Trained clinic assistants and Community Health Volunteers (CHVs) conduct routine health screenings, measuring vital indicators such as temperature, height, weight, hemoglobin levels, and random blood sugar (RBS).
Physiotherapy & Pain Management
Skilled physiotherapists offer specialized pain management support while educating patients on ergonomic postures and basic mobility exercises. These interventions help prevent and manage conditions like musculoskeletal pain, arthritis, gout, chronic abdominal discomfort, and menstrual cramps.
Health Education & Awareness
While patients wait, CHVs deliver interactive health education using visual aids. These sessions promote positive health behaviors by addressing seasonal illness prevention, WASH (Water, Sanitation, and Hygiene) practices, proper posture, and the health risks associated with using untreated pond water. CHVs also conduct live demonstrations on preparing a low-cost, nutrient-dense “Nutri-mix” powder using locally available ingredients to support malnourished patients.
Institutional Referral Network
Patients requiring advanced or specialized medical attention are systematically referred to the nearest government healthcare facilities.
Specialized Vulnerable Group Support
The clinics feature inclusive provisions tailored to the needs of highly vulnerable patients:
- Mobility Assistance: CHVs provide dedicated, hands-on support to elderly and physically challenged patients who cannot move independently, ensuring they can safely consult the medical team.
- Financial Aid: Emergency financial assistance is extended to extremely marginalized patients to cover the costs of advanced external diagnostics and specialized treatments.
- Maternal Privacy: A dedicated, private Breastfeeding Corner is set up at every clinic site for mothers attending with infants.

Objective
The primary objective of this assignment is to conduct a comprehensive mid-term/final evaluation of the project to assess its implementation progress, effectiveness, and strategic direction. Specifically, the evaluation will:
- Assess Operational Fidelity: Determine if the project activities have been executed in strict accordance with the original implementation plan and timelines.
- Evaluate Effectiveness & Gaps: Analyze whether the current activities are successfully meeting the core project objectives, and identify potential programmatic gaps where additional interventions may be required.
- Measure Indicator Progress: Benchmark current project achievements against established baseline data and key performance indicators (KPIs).
- Document Key Deliverables & Outcomes: Quantify and qualify the overall reach, milestones, and tangible outcomes achieved by the project to date.
- Provide Strategic Recommendations: Review the adequacy of the current framework and recommend necessary revisions to activities or indicators to ensure all long-term targets are successfully fulfilled.
Scope of Work
The evaluation will be conducted across five administrative blocks within the Basirhat Sub-division (North 24 Parganas, West Bengal). To ensure the findings are actionable for future project planning, the study must employ a comprehensive, holistic, and highly participatory approach.
