- Maharashtra Village Social Transformation Foundation (MVSTF) is a Government of Maharashtra’s initiative to encourage private sectors participation to achieve sustainable development Goals in Maharashtra. MVSTF is implementing 1000 villages program across 25 districts of Maharashtra and program outcomes are prenominal and noted by across various development agencies. The Foundation is also implementing thematic project in certain districts of the state of Maharashtra. The ethos of social transformation program is localisation of development goals at gram panchayat level and fostering partnerships to achieve it.
- The Government of Maharashtra alongside India’s leading private and social sector organizations envisaged a uniform and collaborative vehicle for socio-economic rural transformation. The Foundation will unite Government efforts with activities undertaken by corporates under the Corporate Social Responsibility (CSR) Act.
- As a first of its kind convergence, the Foundation’s objective is to bring about the total reform of rural Maharashtra by providing hard & soft infrastructure and quality last mile service delivery. All initiatives under the foundation will centre on empowering villages to practice self-sustainable development.
- The Village Social Transformation Foundation in collaboration with the development partners is implementing Mission MahaGram across the 101 villages of the 5 districts i.e. Ch. Sambhajinagar (Aurangabad), Latur, Parbhani, Dharashiv (Osmanabad), and Solapur.
- The Foundation intends to engage the professionals for the implementation project in 3 years from 2023, the engagement of the professionals will be purely on the contractual basis initially for 11 months and subject to renewal based on performance and availability of funding.
Key roles and responsibilities to be performed by District Program Coordinator are:
- The District Program Coordinator will assist Mission Associate to undertake various project interventions;
- Support Mission Associate to prepare annual capacity building plan and initiate actions to build capacities of the project stakeholder with help of Government Departments, research institute and other relevant stakeholders;
- Support Project Mission Associate to prepare annual convergence plan and initiate actions with the support of other line departments for support;
- Formulate an implementation strategy, review, and plan for continuous improvement in close association with key stakeholders
- Identify critical issues in project implementation and submit them to the Mission Associate for remedial actions to address the constraints at appropriate level;
- Undertake extensive field visit and ensure project expenditures are incurred in accordance with the provisions in the Village Development Plans and Annual Work Plan and Budget;
- Ensure that the project financial and physical progress reports are submitted in compliance with the VSTF documentation and requirements and the government including the RIMS (Result and Impact management system) and other indicators;
- Keep up to date information about the project, its progress both physical and financial and provide required feedback to Mission Associate;
- Ensure the establishment and operations of the overall program monitoring and evaluation systems including the RIMS survey and in compliance with the overall requirements of the GoM;
- Ensure that the M&E of the participating institutions is adequate to provide the required information for timely preparation and submission of periodical progress reports;
- Carry out the M&E functions including direction of baseline surveys and impact assessment studies in the project area GPs;
- Undertake field visit, to the project villages, where necessary and make on the spot assessment and validation of the progress reports;
- Prepare progress reports, containing, inter alia, an analysis of successes, problems, constraints and design issues that would help annual reviewers by supervision missions and a mid-term review by VSTF, GoM and other stakeholders.
- Coordination, monitoring of district progress on Gramkosh and Convergence, participation in DMCs
- Support capacity building of Project Coordinators and Kaushlya Sakhi/Mitra/ project team
- Work to achieve Skill for Life and Socio-Economic and Rural Transformation: MM Skill for Life for all and contribute actions on following thematic areas
Agriculture and Agri allied sector:
- Promote formation of CBO i.e., Farmers Producer Companies, producer companies, Cluster level federations etc
- Promote and strengthen community-based organisations of Women and girls
- Financial inclusion and literacy of the Community based organisations
- Advancing gender equality across the sphere e.g., sustainable agriculture and agri allied sectors (animal husbandry, dairy and fisheries), soil and water conservation, livelihood, early childhood development; quality, equitable and inclusive education, good health for all, access to housing, skilling, WASH, employment opportunities through MGNREGA, protecting environment and biodiversity and access to market linkages.
- Improving access to services and livelihood opportunities
- Promoting access to small and micro entrepreneurship program and developing enterprises
Rural Housing Sector:
Value addition the houses constructed under Centre and State supported Housing Schemes e.g. Prime Minister’s Rural Housing scheme, Ramai housing scheme, Shabari housing Scheme etc. with roof-top rain water harvesting, painting, kitchen gardens, internal electrification, solar energy and innovation etc.
Rural Health Sector:
- Setting Gaon tithe Dawakhana (using available community infrastructure),
- Promoting tele-medicine and generic medicine facilities,
- Setting up kitchen gardens, anemia free villages, Menstrual Hygiene Management, reducing child and mother mortality rate and various awareness program on vaccination.
- Social Behaviour and Change Communication strategy and interventions on knowledge sharing
- Drinking water, Sanitation, Environment and Water Conservation Sector:
- Intervention to ensure village water safety and security, access and management, o& M, Water quality monitoring, water resource management, waste water treatment and circular use of waste water, improving water use efficiency.
- Developing Panchayat Van- 100 native tree plantation in each Gram Panchayat
Education Sector:
- Setting up digital schools, minor repairs in school infrastructure, Building as Learning Aid (BaLa), and ensuring basic amenities including benches, safe drinking water, hand wash stations, kitchen shed, Mini Science centre, electricity connection, solar interventions, counselling, strengthening school management committees.
- Introducing STEM (Science, Technology, Engineering and Mathematics) interventions/labs for schools
Livelihood Sector:
- Setting Cooperative shops (CO-OP Shops) for Community based organisation and linking them to e-commerce platforms to ensure market access for their products
- Developing labour stops and mechanisms to ensure availability of labor and requirement for labour and farmers facility centre
- Special Interventions:
- Building Capacities of the key stakeholder of Gram Panchayat, Taluka Panchayat and District Zilla Parishad on various profession skills that are required for the implementation of the project.
- Any other tasks assigned by the VSTF Mission Associate.
Age Criteria:
Not less than 30 years and not exceeding 45 years’ as on 31st July, 2025
Experience:
Minimum 07 years of relevant experience in rural development related project, including Maharashtra’s Chief Minister Rural Development Fellowships and other social fellowships
Education:
Post Graduate in Economics, Social Sciences, Social Work, MBA in rural development, business administration, or related discipline
Language:
Excellent command of written and spoken English and Marathi is required. Candidates are required to submit writing sample for any assignment they have completed in their previous work/job experience (thesis or project work submitted as a part of academic assignment will not be considered).
Duty Location:
Solapur, Maharashtra with frequent travel to project villages.
Required skills
Experience in providing policy advisory services, research documentation, to governments related to sustainable development and rural development planning with authority and credibility;
Experience with the design and/or implementation of development projects to promote sustainable development goals.
