Introduction: Radian Success Replication Fund Program 2025, The RADIAN Success Replication Fund, part of the RADIAN 2.0 initiative, aims to significantly enhance HIV outcomes in the most affected regions of Eastern Europe and Central Asia (EECA). This fund is dedicated to scaling and replicating proven, evidence-based solutions that have demonstrated success in past RADIAN-funded projects or initiatives supported by the Ukraine Humanitarian Support Fund (2019-2025). By adapting these effective strategies to similar contexts, the program seeks to drive measurable improvements in HIV prevention, treatment, and care across the region.

Objectives of (Radian Success Replication Fund Program 2025)

RADIAN 2.0 pursues the following four Strategic Objectives:

• Deliver high-quality community-based services to address the unmet HIV-related needs of neglected KPs and PLHIV;
• Address structural drivers of the HIV epidemic to improve the quality of life of KPs and PLHIV and ultimately improve HIV-related health outcomes;
• Strengthen health systems to sustainably improve care for KPs and PLHIV;
• Strengthen community systems to deliver community-led care effectively and increase access to sustainable funding.

Funding Information (Radian Success Replication Fund Program 2025)

The funding available for projects under the RADIAN Success Replication Fund is determined by both the project’s objectives and the HIV prevalence in the targeted implementation areas. The maximum grant amounts are structured as follows:

• High-prevalence regions (general HIV prevalence above 1%) – Eligible for funding up to $500,000.
• Lower-prevalence regions (general HIV prevalence below 1%) – Eligible for funding up to $350,000.

This tiered approach ensures that resources are allocated effectively, prioritizing areas with the greatest need while supporting impactful interventions across diverse settings.

Duration (Radian Success Replication Fund Program 2025)

Applicants may propose projects with a duration of up to 42 months, allowing ample time for impactful implementation and sustainable results.

Eligibility Criteria (Radian Success Replication Fund Program 2025)

This opportunity is open to organizations that:

• Have been funded in 2019-2025 under the RADIAN or Ukraine Humanitarian Support programmes and demonstrated measurable success in implementing specific models to address the HIV epidemic in the original project location(s); or
• Are partnering with successful RADIAN or Ukraine Humanitarian Support implementers as sources of technical assistance; and
• Have the capacity to replicate successful project models in another territory with similar needs.
• Projects can implement in any of the eligible countries: Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Estonia, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Latvia, Lithuania, Moldova, Montenegro, North Macedonia, Romania, Russian Federation, Serbia, Slovenia, Tajikistan, Turkmenistan, Ukraine, or Uzbekistan.
• Projects can be local, regional, or national in scope.
• Type of Applicant: They encourage Applications from non-profit, academic and research organisations. They will consider Applications from commercial entities if their participation is justified and there is no profit included into the project budget. Ineligible entities include individuals and government entities. Under the RADIAN Success Replication Fund, sole applicants may only be implementers of successful projects under RADIAN or Ukraine Humanitarian Support Fund. Government entities may be consortium members.
