Call for Proposals 2027 Grants for Build Digital Skills for Women in Underserved Communities in Uganda, The Uganda Communications Commission (UCC), through the Uganda Communications Universal Service and Access Fund (UCUSAF), invites qualified organisations, firms and consortia to submit proposals for the Community Basic Digital Skilling for Women in Unserved and Underserved Communities Project for FY 2026/2027.

The project aims to provide women in selected communities with practical digital, financial literacy and entrepreneurship skills, enabling them to use digital devices and services confidently, safely and effectively.

The initiative will be delivered through a collaborative grant arrangement with a suitable implementing partner or consortium. It supports UCUSAF’s mandate to expand universal digital access and contributes to Uganda’s priorities for digital transformation, inclusive economic growth, improved livelihoods and greater participation in the digital economy.

The programme aims to reduce the digital divide among women in unserved and underserved communities across Uganda by providing practical training in digital literacy, financial literacy and entrepreneurship.

The initiative is designed to help women use digital devices and services confidently, safely and productively, while supporting economic participation, enterprise development and improved livelihoods.

  • Train at least 1,250 women in selected districts.
  • Improve basic digital and financial literacy.
  • Build entrepreneurship and income-generation skills.
  • Promote safe and responsible use of digital platforms.
  • Increase awareness of online fraud and digital risks.
  • Support women’s participation in the digital economy.
  • Develop community-based digital literacy mentors.
  • Provide post-training mentorship and support.
  • Promote sustainable local training through a Trainer of Trainers (ToT) model.

Who Can Apply?

Eligible applicants include:

  • Ugandan not-for-profit organisations legally established in Uganda.
  • Consortia of eligible not-for-profit organisations.

Applicants must demonstrate the legal, technical, organisational and operational capacity required to implement the project.

Experience Requirements

Applicants should have at least three years of relevant experience in one or more of the following areas:

  • Digital literacy or ICT training
  • ICT for development
  • Women’s empowerment
  • Entrepreneurship training
  • Community mobilisation

Applicants should also demonstrate successful experience working with rural communities.

Organisational Capacity

Applicants should be able to:

  • Mobilise women in unserved and underserved communities.
  • Deliver training across selected districts.
  • Recruit and manage qualified trainers.
  • Provide training in appropriate local languages.
  • Implement a six-month programme.
  • Provide post-training mentorship.
  • Monitor participant progress and project results.
  • Mobilise additional resources where required.
  • Sustain relevant activities beyond the grant period.

Consortia must clearly outline the roles and responsibilities of each member.

Target Beneficiaries

The programme primarily targets women with limited access to digital services and skills, including:

  • Women engaged in informal businesses.
  • Women operating micro-enterprises.
  • Members of women’s groups.
  • Out-of-school women aged 18–35.
  • Women with disabilities, where accessible participation can be provided.
  • Other women in unserved and underserved communities.

Applicants should explain how participants will be identified, mobilised and supported.

Key Training Areas

Training will focus on three main areas:

Digital Literacy: Practical use of digital devices, online services, communication tools and digital platforms.

Financial Literacy: Money management and understanding financial services for personal and business activities.

Entrepreneurship: Skills to start, manage or strengthen income-generating activities and micro-enterprises.

Training should be practical, locally relevant and adapted to participants’ existing skills and livelihood needs.

Online Safety and Fraud Awareness

Participants should learn how to:

  • Identify common online risks.
  • Recognise digital and financial fraud.
  • Use online platforms responsibly.
  • Protect personal and financial information.
  • Make informed decisions when using digital services.

Online safety should be integrated throughout the training programme.

Trainer of Trainers Model

The programme promotes a Trainer of Trainers (ToT) approach to strengthen local capacity and sustainability.

Trainers should be able to deliver practical instruction in local languages, adapt content to different literacy levels, provide demonstrations and continue mentoring participants after formal training.

Community Digital Literacy Mentors

High-performing participants may be selected and supported as community digital literacy mentors. They can help reinforce training, assist other women with digital services, promote online safety and share financial and entrepreneurship knowledge.

Applicants should explain how mentors will be identified, trained and supported.

Project Duration

The implementation period is six months from the signing of the grant agreement. All activities must be completed within the 2026/2027 financial year.

Applicants should provide a realistic work plan covering community mobilisation, trainer preparation, participant training, mentorship, monitoring and reporting.
