1.1 Academic Study (Non-Degree Program)
- Fellows pursue full-time, non-degree academic study at selected U.S. universities.
- Host institutions are chosen through a competitive selection process.
- Fellows are assigned to universities based on their field of work and program requirements.
- Each university provides:

- 4.2 Academic advisors for guidance
- Fellows may attend classes and academic sessions, but:

- 5.2 Transfer to a degree program is not allowed under any condition
1.2 Leadership & Professional Development
- Fellows participate in professional enrichment activities, including:

- Each Fellow completes a minimum 6-week full-time professional affiliation in a U.S. workplace.

Eligibility Requirements for 2027-2028 Hubert H Humphrey Fellowship Program Mauritius Applications are now open
- Must hold a four-year bachelor’s degree or equivalent.
- Must have at least 5 years of full-time professional experience after graduation.
- Must have management or policy-level responsibilities (teachers and researchers included if they hold such roles).
- Must hold a valid passport or be eligible to obtain one from the nominating country.
- Must meet English proficiency requirement:
- 5.1 TOEFL: minimum 72
- 5.2 IELTS: minimum 6.0
- 5.3 Duolingo: minimum 100
- Previous U.S. or Third-Country Experience
- U.S. experience is acceptable if it is less than 3 years.
- Candidate must have returned and worked in home country for at least 4 years after U.S. stay.
- Extensive third-country experience may reduce competitiveness.

Applicants are not eligible if they:
- Are recent university graduates without sufficient professional experience.

- Are employees or affiliates of U.S. missions or program selection bodies.
