Who Can Apply
To apply for the Individual Arts Grants: Creative Writers program, applicants must meet the program’s eligibility requirements. Applicants must be Canadian citizens or permanent residents of Canada and must ordinarily reside in British Columbia, having lived in the province continuously for at least 12 months immediately before the application deadline.
Applicants must be independent creative writers with appropriate training in their discipline. This may include post-secondary education, traditional knowledge transfer, or an apprenticeship with a qualified practitioner. They must also work at a professional level recognized by other practitioners and relevant organizations in the literary field, such as professional publishers, literary magazines, literary associations, festivals, and fairs.
Applicants must have a demonstrated body of eligible work and must retain final creative control over the proposed project. For collaborative applications, every participant must meet the eligibility requirements. Applicants must also fairly compensate artists, cultural practitioners, technicians, Elders, and Knowledge Keepers in accordance with industry standards and the context of the project.
Applicants are expected to follow international intellectual property rights and cultural ownership protocols. Where a project involves working with or having unsupervised access to children or vulnerable adults, applicants must comply with the Criminal Records Review Act requirements. Applicants may apply for a project for the first or second time; if the same project has already been unsuccessfully submitted twice, the new proposal must be substantially different. Applicants must also have no overdue final reports from previous B.C. Arts Council grants.
Level 1 Eligibility
Level 1 is intended for writers with an established professional record. Applicants must have at least one eligible book published by a professional literary or trade publisher that uses an editorial selection process, with the applicant holding a publishing contract and receiving royalties.
There are also equivalent requirements for different literary forms. Fiction and non-fiction writers must have at least 120 pages published in professional literary magazines, periodicals, or recognized anthologies and must have been paid for the work. Poetry applicants need at least 80 pages of published poetry with payment.
For spoken-word artists, eligibility requires a recent professional history of original spoken-word work—including storytelling, performance poetry, dub poetry, sound poetry, ASL literature, or similar forms—performed publicly and paid for on at least three separate occasions.
Children’s picture-book writers must have at least one book of 24 pages or more published professionally, with a publishing contract and royalties. Graphic novel and comic-arts applicants need at least 80 pages published professionally and must have received payment.
Playwrights generally cannot apply under this program, but those transitioning into an eligible literary form may qualify for Level 1 if they have at least two short works or one full-length work that has been professionally produced, published, or publicly workshopped and for which they received payment.
Level 2 Eligibility
Level 2 is intended for senior writers with substantial professional recognition in their genre and literary community. Applicants working in fiction, non-fiction, poetry, graphic novels, comic arts, or children’s picture books must have at least three eligible books published by professional literary or trade publishers, with publishing contracts and royalties.
Spoken-word artists must have a significant body of original and professionally recognized work and must have received payment for performances on at least five separate occasions.
As with Level 1, plays and other dramatic works are not normally eligible. However, playwrights transitioning to an eligible literary form may qualify for Level 2 if they have at least two full-length works that have been professionally produced or published and for which they received payment.
Important: The level you apply for is determined by your professional writing, publishing, and performance history—not by the amount of funding you want to request.
Self-Published Authors
For this program, a self-published author is someone who has contributed financially to the production or publication of their book. This includes books published through vanity publishers, hybrid publishers, or self-publishing service providers.
Self-Published Authors – Level 1
Self-published authors applying for Level 1 must meet the general eligibility requirements for professional creative writers. In addition, they must demonstrate a professional record through either book sales or membership in a recognized professional writers’ association.
For prose, children’s picture books, or graphic novels, applicants must have sold more than 400 copies of at least two eligible self-published works. The most recent work must have been published within 24 months of the application date.
For poetry, applicants must have sold more than 200 copies of at least two eligible self-published poetry works, with the most recent work published within the previous 24 months.
Alternatively, applicants may qualify through full voting membership in a recognized professional writers’ association, such as the Canadian Authors’ Association (professional members), League of Canadian Poets (full members), or The Writers’ Union of Canada. Other professional writers’ associations may also be accepted at the B.C. Arts Council’s discretion.
Self-Published Authors – Level 2
Level 2 requires a stronger demonstrated publishing and sales record. Applicants must meet the general eligibility requirements for professional creative writers and must have sold more than 400 copies of at least three eligible self-published works of prose, children’s picture books, or graphic novels. The most recent work must have been published within the previous 24 months.
For poetry, applicants must have sold more than 200 copies of at least three eligible self-published poetry works, with the most recent work published within 24 months of applying.
The B.C. Arts Council may request official sales records to verify eligibility. Electronic, online, and print book sales are recognized equally.

Eligible Expenses
The grant can cover a range of expenses directly related to researching, developing, and creating the proposed project. Eligible costs include living or subsistence expenses of up to $750 per week, prorated for part-time workweeks. These costs may include housing, food, and local transportation.
Funding can also support materials directly required for the project, as well as the purchase of project-related equipment up to $2,500. Equipment and workspace can also be rented when directly connected to the project.
Other eligible expenses include fees for Elders and Knowledge Keepers, literary professionals such as editors and sensitivity readers, and travel costs directly related to completing the project.
For spoken-word applicants, the grant can additionally cover recording-related expenses such as studio time, supporting artists, recording professionals, production of physical media, and initial digital distribution, marketing, and publicity costs. These recording expenses are capped at $2,500 for Level 1 applicants and $5,000 for Level 2 applicants.
Accessibility-related costs may also be eligible for applicants who do not qualify for the separate Access Support program.
