Proposals Invited for 2026 Biotech Hubs in the North Eastern Region India, The Department of Biotechnology (DBT) under the Ministry of Science & Technology, Government of India, is inviting proposals from eligible Research Institutions, Government Colleges, Academic Institutions, and Universities located in the North Eastern Region (NER) to establish Biotech Hubs across the region.
Institutions applying should offer undergraduate or postgraduate programs in Biotechnology or Life Sciences. Research and Development (R&D) organizations in the NER that are actively involved in biological research are also encouraged to submit proposals.
Applicants are encouraged to carefully review the full details and submit their applications before the specified deadline to seize this grant opportunity.

This initiative is designed to enhance biotechnology education and research across the North Eastern Region (NER). It seeks to promote meaningful, mission-driven research that tackles region-specific challenges, while also offering comprehensive training programs aimed at building a highly skilled, innovative workforce ready to drive research, innovation, and entrepreneurship in the NER.

Initially sanctioned for a period of three years.
Facilities and Support for Proposals Invited for 2026 Biotech Hubs in the North Eastern Region India
Institutions selected to host a Biotech Hub will receive assistance under the following components:
- Procurement of essential equipment
- Grants for consumables, manpower, and domestic travel
- Research funding for innovative projects in Biotechnology and Life Sciences relevant to the NER
- Capacity-building support through training programs and workshops for students, faculty members, teachers, farmers, and other stakeholders
Categories of Biotech Hubs
Funding will be provided under the following categories (details in the annexure):
- State Biotech Hubs
- Advanced-Level Institutional Biotech Hubs
- Institutional Biotech Hubs
Selection Criteria
Selection will be based on:
- Academic and research strength of the scientific faculty
- Availability of UG/PG/PhD programs
- Existing laboratory infrastructure (institutions must ensure space and basic facilities for the hub)
- Quality and relevance of proposed research to the NER
Each Biotech Hub will be led by a Project Coordinator and monitored by a DBT Expert Committee.
Note: Institutions already funded under any Biotech Hub category (Institutional, Advanced, or State Level) are not eligible.
Who Can Apply?
Scientists/Researchers in regular positions at recognized Research Institutions, Govt. Colleges, Academic Institutions, or Universities in the NER with relevant research experience (supported by SCI-indexed publications).
Ineligibility / Conditions:
- Investigators with five ongoing DBT projects (as PI or Co-PI receiving funds) cannot apply.
- No new proposal will be accepted if Final Settlement of Accounts (FSA) of a previous DBT project is pending for over one year.
- Only one proposal per NER institution is allowed.
Mandatory Documents:
- For Government institutions: ZBSA details, no pending UCs, PFMS EAT module compliance, IBDC data submission, DSIR certificate, justification for equipment, etc.
- For Non-Government/Not-for-Profit institutions: All above + proof of establishment, registration certificates, NGO Darpan registration, DSIR-SIRO certificate, and audited accounts of the last three years.
Additional Requirements:
- Institutions must have basic infrastructure needed to carry out the project.
- Manpower should follow DST or other approved government guidelines.
- A flowchart/schematic of the proposed research is required.
- All statutory norms/guidelines must be followed.
- Proposals must be forwarded by the institution’s executive authority, with the host institution taking full implementation responsibility.
- Private for-profit organizations, industries, or start-ups are not eligible.
- Incomplete or non-eligible proposals will not be evaluated.
How to Apply?
Interested and eligible researchers from the NER should submit proposals online through DBT electronic project management system, “eProMIS‟ (http://dbtepromis.nic.in/Login.aspx) under the “Submit Proposal under Calls” selecting the area, “NER Programme”.
