Introduction: Applications Invited for Grants for Enhancing the Resilience of Civil Society in the Eastern Partnership 2025, The Transatlantic Foundation (TF), in collaboration with the Black Sea Trust for Regional Cooperation under the German Marshall Fund of the United States, is announcing a special call for proposals. This initiative seeks to empower civil society organizations (CSOs) in the Eastern Partnership (EaP) region, including those in exile, by providing capacity-building programs that strengthen their resilience. The objective is to equip CSOs with essential knowledge and tools to effectively address a range of challenges, from geopolitical tensions and disinformation threats to digital security concerns. Additionally, the program aims to help organizations navigate country-specific obstacles such as political dynamics, legal restrictions, harmful narratives, and ongoing conflicts.

- The grants, each valued at 20,000 EUR, will support projects with a maximum duration of six months.
Eligible Activities (Applications Invited for Grants for Enhancing the Resilience of Civil Society in the Eastern Partnership 2025)
- CSOs can apply for funding to support a variety of capacity building activities, framed around but not limited to: developing training, seminars, learning opportunities to safeguard or mitigate against risks such as political repression, ongoing war/frozen conflicts, disinformation, lack of social engagement and polarization, etc.
- As part of the proposal the applicant can develop new course curriculum and methodology or improve and deploy exiting ones.
- The training, seminars and learning opportunities must cover a period of three to four months, with a mix of online and offline sessions.
- Cross-border activities and networking where appropriate are encouraged.
Eligibility Criteria (Applications Invited for Grants for Enhancing the Resilience of Civil Society in the Eastern Partnership 2025)
- Have a proven track record in addressing risks faced by civil society through capacity building activities.
- Previous experience in delivering training programs with both online and offline components.
- Be based in or have strong operational experience in one or more of the six EaP countries.
