Eligible NGOs and voluntary organizations are also required to register on the NGO Darpan Portal of NITI Aayog and obtain a Unique ID. While submitting the application under the scheme, organizations must provide both the NGO Darpan Unique ID and the PAN number of the organization.
The applying organization should be capable of contributing matching resources amounting to at least 25 percent of the total project cost. In addition, the organization must possess adequate infrastructure, financial resources, experienced personnel, and the institutional capacity necessary for successfully implementing the proposed event or project. Preference may be given to organizations that have prior experience in conducting similar cultural programmes or activities.

Organizations receiving grants under the scheme are required to maintain separate accounts for the funds released by the Central Government. These accounts must remain open for inspection and audit by the Comptroller and Auditor General of India or any authorized representative whenever required.
The grantee organization must also submit audited statements of accounts certified by a Chartered Accountant, clearly indicating the expenditure incurred on the approved project and the utilization of government funds. In cases where the utilization certificate is not submitted within the prescribed timeline, the organization may be required to refund the entire grant amount along with applicable interest, unless exempted by the Government.
The Ministry of Culture reserves the right to review the activities and performance of the grantee organization through committees or other evaluation mechanisms whenever considered necessary. Furthermore, organizations are not permitted to invite foreign delegations without prior approval from the Ministry of External Affairs, and such requests must be routed through the Ministry of Culture.
The grant will also remain subject to any additional conditions, rules, or guidelines issued by the Government of India from time to time.
Mode of Selection
Applications submitted under the Cultural Functions and Production Grant (CFPG) Scheme are evaluated and recommended by an Expert Committee specially constituted for this purpose. The committee examines proposals based on their cultural significance, relevance, organizational capacity, and overall merit.
The scrutiny and assessment of applications are carried out during meetings conducted periodically throughout the year. The consideration of proposals is subject to the availability of funds and the number of applications received under the scheme.
To ensure fairness and transparency in the selection process, strict conflict-of-interest guidelines are followed. Any Expert Committee member who is associated with an applicant organization, either as an office-bearer or through any other direct or indirect relationship, is not permitted to recommend or participate in the evaluation of that organization’s proposal.
Further, all members of the Expert Committee are required to submit an undertaking declaring that they are neither office-bearers nor connected in any manner with the organizations whose proposals are being considered during the CFPG meeting.
In cases where an expert is found to have recommended or supported the proposal of an organization with which they are associated, both the concerned expert and the organization may be disqualified or debarred from consideration in that particular meeting. This mechanism is intended to maintain transparency, impartiality, and credibility in the grant selection process.

A detailed project report including :
(i)Description of the project for which assistance is requested along with its duration and the qualifications and experience of the staff to be employed for the project;
(ii)Financial statement of the project giving item wise details of recurring and non recurring expenditure separately, and
(iii) the source(s) from which funds will be managed.
A statement of income and expenditure of the applicant organization for the previous three years and a copy of the balance sheet for the previous year certified by a Chartered Accountant or a Government Auditor
An Indemnity Bond in the prescribed Performs on a stamp paper of appropriate denomination
